【摘要】 住房保障有广义与狭义之分。其中广义的住房保障是指对全体居民的住房保障;狭义的住房保障则指对一部分有特殊困难或中低收入家庭的住房保障。本文探讨的是狭义上的住房保障。 随着住房制度改革的不断深化,建立与之相适应的住房社会保障体系已经提上日程。住房作为人类社会的“衣食住行”四大基本需求之一,不仅是生产资料和享受资料,同时还是重要的生存资料。任何一个国家要制定居民住房政策,总离不开保证全社会住房供给总量和保护各收入阶层的基本住房需求这两方面考虑。在这两方面中,发展住房建设总量是基本目标。但是如果分配不均,以至于一些人基本的住房需求得不到满足,那么就会酿成社会的不稳定,影响国家其他经济、社会发展目标的实现。因此,建立完善、高效的住房社会保障体系,是非常重要的。 我国是社会主义国家,社会主义的一个重要特征是共同发展,共同富裕。建立和完善住房保障制度关系到我国改革发展与稳定的大局,关系到人民群众能否安居乐业的切身利益,关系到住房货币化改革的顺利推进,关系到建立住房新体制的进程,意义十分重大。它不仅是各级政府的德政工程,更是广大百姓的民心工程。 世界各国的住房社会保障是多种多样、各具特色的。住房社会保障与经济制度有着密切的关系。经济制度不同,住房社会保障方式有较大不同。即使经济制度相同的国家,其住房社会保障方式也有一定差异,从差异中汲取有益的经验有助于完善我国的住房保障制度。基于此,本文介绍了英国、新加坡、美国三个有代表性国家各自住房保障制度的概况和特点以及对我国住房保障制度的启示。其次对我国城镇住房保障制度中的住房公积金制度、经济适用住房制度和廉租住房制度的实施现状及存在问题分别进行了分析研究。并在此基础上,得出完善我国城镇住房保障制度的原则及总体框架设计的一套思路。最后,将国外先进经验与本国实际情况相结合,提出了完善我国城镇住房保障制度的一系列措施,具有一定的现实意义。 文章的创新之处在于:1、提倡“居者有其屋”,而非“居者买其屋”,提出改变保障性住房“只售不租”的现状;2、用理论解释现实问题,更多还原

【Abstract】 Housing guarantee has the differences of broad sense and narrow sense.Among them the broadly-defined house ensures refering to the house guarantee to all residents;the housing guarantee of narrow sense point have special difficulty for part or in low the housing guarantee of income family. What this text probed into is "social security" on narrow sense.With the further development of housing system renovations, building a relevant housing social security system has been brought into the agenda. Housing is among the four fundamental necessaries of human society, which include "clothing、 food、 housing、 traveling". It is not only the production material and enjoyment material, it is also important living material. If any country wants to regulate the housing policy, it must take into consideration of the following two parts: guaranteeing the housing supply total amount of the whole society and protecting the basic housing demand of every income status. Among these two, developing housing construction total amount is the basic target, but if unevenly distributed, it may not fulfill the basic demands of some people, then it will lead to the insecurity of society and influence the realization of other economy and development targets of the country. Therefore it is very important to set up a fully effective housing social security system.Our country is a socialist state, an important characteristic of socialism is the common development, common prosperity. Establish and perfect the housing guarantee system concern the reform, development and stability of our country in the house, involve the vital interests whether the people could live and work in peace and contentment, concern the smooth promotion of the monetary reform of the house, concern that sets up the process of the new system of the house, of great significance. It is not only the benevolent projects of the governments at all levels, but also the masses of common people’s project supported by common people.The housing social security of the countries in the world is various and characteristic. The housing social security has close relationship with the economic system. Since the economic system is different, the forms of thehousing social security vary a lot. Even in the countries with the same economic system, their housing security will also be different accordingly. Even if in countries with the same economic system, certain differences still exist regarding as their social security way of housing, we could derive the beneficial experience from the differences so as to be helpful to consummate the housing security system in our country. Based on this, This text recommend U.S.A., Britain, Singapore three representative national each house ensure overview and characteristic of system and ensure the enlightenment of the system to the house of our country. Thereafter ensure the urban house of our country in the system, system of the housing public accumulation fund, the implementation current situations of the suitable housing system of economy and low rented housing system and existing problem have been analyzed and researched respectively. On this basis, is it perfect of our country urban house ensure policy goal, principle and overall a thinking of frame of system to draw: Finally, also combined foreign advanced experience with actual conditions of this country, proposed perfecting a series of policy suggestions of ensuring the system of urban house of our country, have certain realistic meanings.The innovation point of this patter lies in:(l)Advocate "the persons who have its house", instead of "persons who buy its house", propose changing the current situation "sold without renting" in guarantee housing;(2) Explain the realistic problem with the theory, such as using "filtering the theory", do not agree in government’s newly-built ensuring house, and should pay attention to the existing housing of digest the stock, idling etc., recommend the idea that" the gradient is consumed", the ones that reach limited resources are distributed rationally mosto Proposed the specific measures include: Strengthen public opinion propaganda, guide inhabitants to set up the correct housing expense ideas;establish uniform and coordinated management service system with security type of housing;construct the perfect mechanism of entering and withdrawing from the housing security system;Perfect the reform of financial necessary system.更多还原
