【摘要】 2006年中央一号文件《关于新农村建设的若干建议》的出台,标志着我国宏观经济政策将向农村倾斜,政府希望借此改变农村与城市的两极分化,提高农民收入,缩小贫富差距等。而制约农村发展和农民收入提高的一个主要因素便是农村金融抑制问题。表面上看,我国农村金融组织体系是比较完善的,既有合作新金融,又有商业性金融,还有政策性金融等。但是实际情况并非如此。 近年来,随着我国金融体制改革的深入,农业银行进行商业化改制大量撤销在农村的经营网点,农业发展银行随着粮食流通体制改革经营业务不断萎缩,功能太过单一;农村信用社商业化经营明显,很难成为真正意义上的合作银行,并且由于农业银行基本退出农村市场和农业发展银行业务萎缩,导致了农村信用社在农村金融领域的垄断倾向。因此,现行的农村金融体系不能很好为农业和农村经济发展服务,构建新型的符合我国社会主义市场经济运行要求的农村金融体系具有非常重要的理论价值和现实意义。 本文通过考察并借鉴国外农村金融体系经验,分析现行我国农村金融体系存在的问题及原因,并对我国农村金融发展与农民收入增长进行实证分析,然后提出构建新的农村金融体系原则和目标,并按此原则对农村金融体系进行构建,最后对新农村金融体系进行相关外部条件分析。 全文共分八部分,第一部分是文献综述部分,主要介绍我国农村金融体系的相关理论和研究背景;第二部分分析农业需要金融支持的理由,即农业的基础地位和农业弱质性等;第三部分介绍国外农村金融实践经验对我国的启示;第四部分主要对农村金融体系进行相关实证分析,并分析原因;第五部分分析构建农村金融体系的紧迫性和相关原则。第六部分提出构建农村金融体系的具体框架建议;第七部分对构建农村金融体系进行外部条件分析。最后是主要结论及政策建议。更多还原

【Abstract】 In 2006, the No.1 document "SEVERAL SUGGESTIONS ON NEW RURAL CONSTRUCTION" was delivered by government. This was a sign that the policies would be more beneficial to farmers and was expected to promote rural development and raise farmer’s earnings. And one of the most important factors that must be solved is financial repression in rural places. On the surface, there is an integrated rural financial system, including collaborative financial organization, commercial banks and policy banks.However, with the further reform of China’s financial system recently, the Agriculture Bank of China has retreated from almost all the rural area because of the commercial reform, the Agriculture Development Bank of China has declined its business along with the reform of grain circulation system, and the Rural Credit Cooperative Bank is not real cooperative actually and hold the rural market at the same time. So the present rural financial system could not work very well, and it would be very important to rebuild it.Based on the study of the history of rural financial system, this paper analyzes the problem of rural financial system and its reasons, finds the numerical connection between financial development and farmer’s earnings by econometrics, proposes the target and principles of rebuilding a new rural financial system, reconstructs the rural financial system and analyze the feasibility in the end.
