乌梁素海湿地经济价值及水污染损失分析研究与定量计算

【摘要】 根据典型干旱区草型湖泊乌梁素海湿地保护区自然、社会和流域特征,在调研的基础上,从资源经济学、环境经济学角度对其价值进行分析,运用市场价值法、分组旅行费用法、生态价值法、影子工程法、炭税法、条件价值法等方法,分别对乌梁素海湿地直接使用价值、间接使用价值及目前非使用价值进行货币化评估,进而得出乌梁素海湿地总经济价值。评估结果表明乌梁素海湿地的总价值为28.24×108元,其中直接实物产品价值为7 164.70×104元,直接非实物服务价值为18 193.43×104元,间接价值为81 960.58×104元,目前非使用类价值为17.51×108元。依据2003年~2005年乌梁素海26个监测点的水质监测结果,选用Logistic Curve(L-C)水环境质量综合评价模型,以等级评价标准和均匀随机数产生建模样本和验证样本,利用实码加速遗传算法求解评价模型,对乌梁素海水环境质量的富营养化进行了现状评价,得出乌梁素海三年的富营养化等级都处于5级极富营养状态。选用L.D詹姆斯的污染损失—浓度模型,根据2003年~2005年乌梁素海实测水质资料,对乌梁素海湖泊使用功能损害程度进行评价表明:乌梁素海水已不适宜作为饮用水源和游泳用水(功能丧失) ,作为人体非直接接触的旅游娱乐用水及渔业养殖用水也受到严重威胁(中损害,2003年为重损害) ,乌梁素海湖水作为一般居住环境用水呈现逐年改善的趋势(重损害→中损害→轻损害),湖泊功能整体损害程度相当严重。以L.D詹姆斯水污染损失率法计算乌梁素海2005年度旅游度假和水产养殖两项使用功能的经济损失,通过对乌拉特前旗水务局、城建局、环保局、巴彦淖尔市农垦局、乌梁素海渔场等单位的调查走访,获得乌梁素海水污染引起的市政工程投资、水污染防御性投资、突发性水污染事故经济损失方面的数据,从而得出乌梁素海2005年度水污染经济损失。基于上述分析,探讨了乌梁素海水环境恢复和重建技术途径,提出从富营养化控制和经济手段、行政手段、法律手段等方面的治理及保护对策。有助于合理开发乌梁素海湿地资源,保护好这一对区域环境具有重要意义
【Abstract】 Based on the grass type lakes wetland resources’character, the economics theory and method is applied in the paper on the base of the investigation and experiment to analyses the asset value type of the wetland resources and to evaluate the values in Wuliangsuhai lake wetland. Researching value, travel consumption method , Robert Constanza method, market value method, assets value method,Contingent Valuation Method. The conclusion can be drawn that the total assets value of the Wuliangsuhai lake wetland is RMB 2.824 billion yuan (US$0.352 million). The direct use value is RMB 253.58 million yuan (US$31.69 million). The indirect use value is RMB 819.60 million yuan (US$102.44 million). The current non-use value is RMB 1.75 billion yuan (US$0.22 billion).The paper evaluates the present situation of water environment quality in Wuliangsuhai lake and gains its level of the water quality though investigation, monitoring and analysis in from 2003 to 2005 and using of the Logistic Curve model. The result shows that the level of the water quality in Wuliangsuhai Lake has been close to the fifth level from 2003 to 2005. Based on the grass type lakes character and economic loss rate of water due to pollution, the damage extent of utilizing functions of water in Wuliangsuhai Lake is assessed though investigation, monitoring and analysis from 2003 to 2005. Results show that water in Wuliangsuhai Lake has not been suitable for serving as a water source for drinking and swimming (function destroyed). As a sort of water used for fishing and recreation, not for drinking, water in the lake has also been affected by pollution (moderately damaged, seriously damaged in 2003). But as a sort of water used for residential environment, it is meliorating (seriously damaged→moderately damaged→slightly damaged). Its comprehensive damage extent is serious. It calculates recreational and fishing loss by economic loss rate of water due to pollution in 2005. It gains civicism project and water pollution recovery investment, water pollution accident loss by investigating and interviewing from Wulateqianqi bureau of water conservancy, environment protect bureau and so on.
