【摘要】 伴随我国经济的发展,改革的深入,特别是随着我国工业化、城镇化的进程日益加快和市场对劳动力资源的要求,出现了大量流动人口(大部分是进城务工就业的农民即农民工),且其规模还在持续扩大。随之而来的是流动人口子女教育问题日益突出,需要政府和社会给予特殊关注和支持。与城镇居民的情况相比,一般来说流动人口家庭的收入偏低,且收入不稳定,居住地随做工地点的变更有较大的流动性,属于社会弱势群体。流动人口子女正处在长身体、学知识的重要阶段,但父母的流动给他们正常的发育和成长带来一系列消极的影响。如果推迟对这一问题的解决,就可能使这部分孩子的教育大打折扣,对他们的未来将产生重大影响,对整个社会而言也将是巨大的损失。如果这个问题得不到有效解决,将制约我国人口整体素质的提高,对我国经济发展、社会平等、政治稳定以及实现全面建设小康社会的目标都将产生不利的影响。所以,中国的教育,绝不能忽视中国流动人口子女的教育问题。这是一个关系重大、十分急迫的问题。因为,这不仅仅是一个简单的教育问题,更是一个社会问题、一个政治问题。中国教育的最大问题可能也正在这里。出于对流动人口子女教育问题的关注,本文将就此进行研究,以期引起全社会对这一问题给予特别关注,并积极求索化解之道,促使其尽快得以解决。本文运用分析与综合的方法、理论联系实际的方法,在对流动人口子女教育问题深入分析的基础上进行综合评价、总结,并试图提出解决问题的相应对策。本文共分四部分:第一部分对流动人口、流动人口子女、流动人口子女教育问题等主要概念作了明确的界定;第二部分用事例和数据说明了目前我国流动人口子女教育现状并深入分析了原因;第三部分从全民教育、社会公平与权利、科学发展观等角度出发,说明了解决流动人口子女教育问题的重要意义;第四部分根据现实国情和的特点,提出解决问题的构想,流入地政府发挥主导作用,多方努力,建立资助体系并确保实施。这部分是本文的重点和创新之处。更多还原

【Abstract】 With development of our economy and further reformation, especially our rapid growth in process of industrialization and citifying, and requirement of market for labor resources, a huge number of floating population pouring into city (most of them are farmer that come to find a job), and even its scale is still expanding .In this circumstances, the education problem of floating population’s children become serious day by day. It needs special attention and support that give by the government and society.Compared with the citizens in the cities and towns, generally speaking, the income of floating population is lower and less stable, meanwhile, the place they live rest with wher they work, that is, the changing of their living place is more floating, they belong to the inferior group of the society. Their children are at the important stage of growing both physical and intellectual, while, their normal growth and development suffer a series of negative affection that caused by their parents’floating .If we postponed the solving of the problem, it may discount the education of these children, affected the children’s future greatly. Therefore it may cause huge loss to the society. If the problem couldn’t be resolved efficiently, it may restrict the increasing of quality of our whole population, and cause negative affection to many aspects, such as our economy development, society equlity, politic stability and realizing of object that construction the society of comparatively good-living standard at all aspects. Therefore, Chinese education mustn’t ignore the education problem of the floating population’s children. It is asignificant and urgent problem, as it is not only a simple education of problem, but also a social problem of education.The article will study the problem with attention to the education problem of these children, so as to draw the special attention of the whole society and seek the resolution actively to deal with it as soon as possibleThis article adopts methods of analyze and systemization and theory-contact-reality, through which to approve and summarize the problem at the basic of further analysis, meanwhile bring forward the proper policy to solve the problem.
