【摘要】 国家助学贷款是在社会主义市场经济体制下,在进一步推动高等教育发展,促进社会公平的基本前提下,国家利用金融手段加大对高等学校家庭经济困难学生资助力度而采取的一项重大举措,是实现党中央提出的“立党为公、执政为民”的根本要求的具体体现;是国家为实施科教兴国战略和人才强国战略而采取的一项重大决策;是贯彻落实科学发展观,努力办好让人民满意的教育的基本要求;也是鼓励家庭经济困难学生在市场经济条件下自立求学的必然选择。国家助学贷款政策的实行,保证了高等教育发展下教育公平的体现,满足了广大人民群众接受高等教育的愿望,促进了高校扩招政策的顺利实施,对于我国高等教育事业的持续、健康发展起到了重要作用。国家助学贷款政策至今已经实行了六年,六年来国家助学贷款政策不断地调整修缮,表现了国家对于此项政策的重视,同时也暴露了该政策在制定过程和实施过程中存在一定的问题和不足。仔细研究一项政策的制定、实行,分析一项政策的利弊得失,有利于我们从中发现问题,以便解决问题。国家助学贷款政策作为近年来我国高教领域较为重要的宏观政策对于我们考察我国教育政策的制定很有裨益。本论文分为四个部分。第一部分论述了国家助学贷款政策出台的背景,简要介绍了国家助学贷款政策的理论基础。第二部分详细列举了国家助学贷款政策发展过程中的几个重要文件,将国家助学贷款政策的制定分为了若干阶段。第三部分为本文的重点部分,比较分析了国家助学贷款政策在实行过程中暴露出来的问题,并详细分析了问题产生的原因。第四部分针对国家助学贷款政策暴露出的问题,结合实际,提出了笔者自己的看法和调整意见。更多还原

【Abstract】 Implementing the national policy of student loan, under the socialist marketeconomy system and on the basic precondition of further promoting the developmentof higher education and of enhancing social equity, is a major act to provide help bynational financial means for college students with financial difficulties, and it’s alsoa specific embodiment of the realization of the essential requirement of “Party forthe general public, and government for the people” put forward by the CentralCommittee. This policy is a significant decision made by the government toimplement the strategy of reinvigorating our country through science, education andtrained personnel;it’s the basic requirement for adopting a scientific outlook ondevelopment and for achieving fresh progress in building a people-satisfiededucation system;under a market economy system, it’s also a inevitable choice toencourage the students with financial difficulties to accomplish their schoolingindependently.Playing a important role in the sustained and sound development of China’shigher education, the implementation of the national policy of student loanguarantees educational equity in the development of higher education, meets themass’ needs of accepting higher education, and promotes the implementation ofUniversities Recruitment Expansion Policy.It has been six years since the national policy of student loan was adopted.From then on, the policy has been being adjusted and remedied continually, whichshows that the government attaches great importance to this policy and also exposesthat there are problems and shortcomings in the process of making and implementingthe policy.To make a careful study of the formulation, implementation and even pros andcons of a policy can be favorable for us to find out problems so as to resolve them.The national policy of student loan, as an important macro policy in China’s highereducation field for years, can help us study the formulation of China’s educationalpolicy.This paper consists of four chapters.The first chapter expounds the background under which the policy was adoptedand introduces the theoretical basis of the policy.In the second chapter, several key documents concerning the developmentprocess of the policy are itemized, and the formulation process of the policy is splitinto some phases.The third chapter is the key part of the paper including the comparative analysisof the problems emerging during the implementation process of the policy and thedetailed analysis of the causes of the problems.In the fourth chapter, the author gives practically his own perspectives andadjustment opinions aiming at the problems of the policy.更多还原
