【摘要】 生态旅游已成为当今世界旅游发展的潮流。它作为一种对环境负责任的旅游方式,实现了经济、环境、社会三大效益的和谐发展而呈现综合效益最大化,是实现旅游可持续发展的最佳方式。关于生态旅游理论和实践的研究也成为热点。净月潭旅游经济开发区是以资源和环境为依托,以旅游为主导产业的开发区。区内生态旅游资源类型多样、特点突出、组合优良、潜在优势突出。本文以净月潭旅游经济开发区为研究对象,深入研究《净月潭国家级生态扩展区总体规划》和《净月潭旅游发展规划》,探讨了其生态旅游开发的理论和实践,深入而客观地分析了净月潭旅游经济开发区生态旅游存在的问题和制约因素,对生态旅游发展提出了建设性意见。更多还原

【Abstract】 Nowadays, ecotourism has been the tide of tourism development of the world. As amode of tourism, which is responsible for environment, it can realize the harmoniousdevelopment among economy, society and environment, and brings the maximumcomposite benefits. It is the best mode to realize the sustainable tourism. Ecotourism hasbeen the great concern of every sector since it is presented.Ecotourism should be based on a natural area which is relatively not disturbed, andunder an appropriate system of management, all its activities will cause no destruction ofecological environment and descent of environmental quality, and can provide the publicwith environmental education as well as be helpful to improve the living quality of thelocal people. It is a new-style tourism and one field of applied ecology. Great attention hasbeen paid to the ecotourism in recent years by investigators from tourism, ecology andother related fields.Based on some theories such as the theory of sustainable development, landscapeecological, ecology, environmental economics, ect., and wide collection of relevant dataat home and abroad as well as systematic analysis and study of the predecessors’achievement, the connotation of ecotourism is presented in this paper. The elements ofecotourism such as ecotourist, ecotourism resources, ecotourism industry and ecotourismenvironment. The scientific planning and management of the ecotourism developmentmake be sustainable, harmony, healthy development. Moreover, ecotourism, so thatperfect benefit of economy, society, ecology and tourism can be acquired.Jingyuetan Tourism Economic Development Zone is an area, which has rich andcolorful ecotourism resources with outstanding characteristics and potential superiority.The forest resource is one of the most characteristic and advantageous resources ofJingyuetan Tourism Economic Development Zone. The development of forestecotourism can not only promote the transferring of industrial structure of the forest areabut also promote the protection of forest resource, making the public gain benefits andwinning their support for ecological protection.The Development Zone still develop agronomy ecotourism based on agriculturalresource and production characteristic of this area, in order to reach the aim that “underthe prerequisite that fully develops agricultural resource and products worth goingsightseeing, passengers have a taste of the new developing agricultural artistic charm ofthe modernization”, the development in an all-round way of agricultural economy will berealized. Practice proved that agronomy ecotourism is inexorable trend which agriculturedevelops from the elementary from to the advanced form, from traditional agriculture tomodern agriculture.The hail resource is another of the most characteristic and advantageous touristresources of Development Zone. The development of hail tourist resource focuses onsnow tour with ice tour as the supplementary, putting emphasis on skiing. Thedevelopment strategies include building brand name, broadening popularity, unitedplanning, rational development, ecological protection, choosing the industrialization road,regularizing the market, orderly competition, strengthening the market development,emphasizing infrastructural construction, improving the quality of the employed, regionalcombination and forming the scale.The development principles include guiding with ecology theory, overall planning,and giving priority to the protection of tourism resources, harmonization with the naturelandscape and touring in scenic zone while serving out of it.“Jingyuetan Tourismdevelopment Plan” divides the Jingyuetan Tourism Economic Development Zone intofive major function. Total arrangement and dividing area of the environmental functionare on the basis of unified planning, according to the overall arrangement of order ofimportance and emergency.There are some problems in varying degrees for development ecotourism inJingyuetan Tourism Economic Development Zone. In order to solve the problem, thepaper presents measures of development: scientific decide capacity, guide the tourists,make the Environment impact Assessment and supervisory of effectual, strengthenecological management, make the system of policies and law perfect and complete, andstrengthen the education.Jingyuetan Tourism Economic Development Zone has great potential fordevelopment ecotourism. Under present circumstance, the Development Zone not onlydoes confront new opportunities, but also accept challenge. However, we can do nothingfor obtaining more investment to develop ecotourism, but holding and exerting positivecondition, and establishing special economic. Finally, we hope to discover optionalbalance between environment and culture of ecology and economic benefit.更多还原
