【摘要】 随着技术的进步和经济的发展，经济增长的主要依靠力量已从资源禀赋转为创新能力，产业竞争力最终主要表现为产业的创新能力，而创新能力的高低又取决于整个产业创新体系的运行效率。近年来，尽管西藏藏药产业发展很快，但是藏药产业创新体系运行效率低下使其在可持续发展进程中面临很多困境。因此，结合西藏藏药产业创新现状，构建一套适应西藏藏药产业发展的高效率的产业创新体系对西藏藏药产业至关重要。 论文对创新和产业创新体系的内涵和发展进行了探索性研究，阐述了创新理论、创新系统理论的发展演化。在此理论研究的基础之上，结合西藏藏药产业特征及创新现状，构建了一套有效的西藏藏药产业创新体系。 论文还分别对西藏藏药企业、研发机构以及产业整体的创新能力进行了分析，并从创新主体已利用资源、研发机构与企业的合作创新活动、外部环境和组织自学习能力三个因素着手对西藏藏药产业创新体系中研发机构与企业两大创新主体的创新活动进行了实证分析，通过实证结果分析出西藏藏药产业创新过程中存在的问题，找出了提高西藏藏药企业、研发机构创新能力的方法，进而提升西藏藏药产业整体创新能力，促进产业创新体系有效运行的途径，提出了促进西藏藏药产业发展的策略。更多还原

【Abstract】 Along with the advance of technologies and economic development, people share the consensus the main dependence-strength of economic development has changed from the resources to the innovative competence, and the final industrial competitiveness lies in its industrial innovative competence, and the industrial innovative competence lies in the efficiency of the whole industrial innovation system. In recent years, though Tibet Drug Industry increased rapidly, it also faced lots of difficulties in its development because of low efficiency of the innovation system. Therefore, the construction of an appropriate industrial innovation system which is combined with the status quo of Tibet Drug Industry is most important to promote the development of Tibet Drug Industry.This paper has carried out the pioneering exploration on the Innovation and Industrial Innovation System, and discussed their connotation and evolvement. This paper constructs the Tibet Drug Industrial Innovation System which is combined with the characteristic and status quo of Tibet Drug Industry on the basis of the research of the theory.Furthermore, this paper demonstrates the innovation capability of Tibet Drug R&D Institution, Enterprises and the Industry. This paper also demonstrates the effect of Resource, Cooperative Innovation and Environment on innovation activities between R&D Institution and Enterprises. According to the result of the demonstration, we will find the disadvantage of the current Tibet Drug Industrial Innovation. Therefore we give the way to enhance the capability of Tibet Drug R&D Enterprises and Institution, and the approach to improve the capability of the Tibet Drug Industry and the efficiency of the Tibet Drug Industrial Innovation.
