【摘要】 根据《中长期铁路网的规划》，中国铁路，尤其是西部铁路进入了一个大规模的投资建设阶段，而在进行这样大规模的投资建设之前，对其进行经济评价分析就显得尤为重要，铁路建设项目经济评价是项目可行性研究的有机组成部分和重要内容，是项目决策科学化的重要手段。项目的国民经济评价是从国家整体角度，考察项目需要国家付出的代价(费用)和对国家的贡献(效益)，判断项目的经济可行性。因此，西部大开发背景下的西部铁路建设项目的国民经济评价就需要深入的分析研究。 本文深入分析研究西部铁路建设项目的国民经济评价的几个重要问题，包括：西部铁路国民经济评价的特点、西部铁路国民经济评价中费用与效益的分析、西部铁路建设项目国民经济评价的影子价格和社会折现率等参数的分析。通过对现行的国民经济评价的深入分析研究，得出现行西部铁路建设项目的国民经济评价的费用与效益需做适当的调整，相关参数也需要进一步修正，才能较准确的反映国民经济评价的结果。然后通过一个具体的在建西部铁路建设项目结合上面的分析研究进行实证分析，论证了西部铁路建设项目国民经济评价通过上述调整和修正后，更能反映项目需要国家付出的代价(费用)和对国家的贡献(效益)。更多还原

【Abstract】 According to The Programming of The Medium-Long-Term Railway Network, Chinese railway, particularly western railway was entering a large-scale investing and constructing stage, and before carrying on thus large-scale investment and construction, it is especially important to make the economic evaluation analysis. The economic appraisal of railroad item is the organic constituent and main content for item’s feasibility study, is an important means for item to be made scientific decision. The national economic appraisal of the item represent the nation, investigating the costs (expenses) that the item needs the nation to pay and the contributions (benefits) to the nation, then estimating economic feasibility of the item. Therefore, the national economic appraisal of western railroad item needs to deeply analyze and study.This paper analyze and study several main issues of national economic appraisal for western railroad item, include: the characteristic of national economic appraisal for western railroad item、 the analysis of cost-benefit in the national economic appraisal for western railroad item、 the analysis of shadow price and social discount rate of the national economic appraisal for western railroad item. Based on the analysis on actual the national economic appraisal, it can get the cost and benefit of actual the national economic appraisal for western railroad item need to properly adjust, and correlative parameter need more redress, so that it can truly reflect the result of the national economic appraisal. Then through a case analysis with the result of front research, which is a west railway constructing item, demonstrate that national economic appraisal for western railroad item more reflect the cost and benefit of item to nation with the result of this paper。更多还原
