【摘要】 高速公路是专供汽车高速、安全、舒适行驶,并能提供大交通量和高服务水平的现代化道路,是衡量一个国家公路交通现代化水平的重要标志。我国高速公路的快速发展在为社会、经济发展做出了巨大贡献的同时,由于管理水平跟不上,造成交通事故频发,特别是交通事故死亡率与国外发达国家相比很高。事故死亡率如此之高的一个主要原因就是我国高速公路交通事故紧急紧急救援管理存在着许多不足。因此,对高速公路交通事故紧急救援管理进行研究具有重要意义。 本文首先分析了高速公路及高速公路交通事故的特性并对高速公路交通事故紧急救援管理的内涵、内容及原则进行了阐述。其次,对当前我国高速公路交通事故紧急救援管理的现状进行分析,并提出存在的主要问题。 最后,运用相关理论,在对我国高速公路交通事故紧急救援管理进行实地调研后,提出了建立高速公路交通事故紧急救援体系的思想,并对紧急救援体系及计算机紧急救援管理系统进行了构建,以解决当前我国高速公路紧急救援专业性差、组织条块分割、各自为政、效益不高的问题,从宏观角度明确现场救援的权力所属与各部门之间的协调关系,使包括相关政府部门、经营者、交警、医疗、消防等机构在内的救援队伍行动一致,配合默契,使交通事故得以控制,将损失降低到最小。更多还原

【Abstract】 Expressway is a kind of modern road which providing high speed, comfortable service for vehicle as well as the large traffic volume. It’s also the important symbol of transportation in a modernization country. The rapid developing of expressway has made a great contribution for the economy of the society. At the same time, the traffic accident number increases sharply. Especially, the traffic accident mortality rate is much higher compared with the developed country. Then, based on the deep analysis of the traffic accident on expressway, it’s significant to study on the traffic accident prevention and emergency rescue system.At first, the characters of traffic accident on expressway are analyzed. The contents and principles of expressway are described. Secondly, the present situation and the existence problems of traffic accident emergency rescue management in our country are discussed.At last, with the ideas which come from related theory , and the investigation of traffic accident emergency rescue management on expressway, the suggestion of setting up a unify traffic accident emergency rescue system is proposed, then implemented in order to be solved which are poor system specialty, separate structure, excessive investment and low benefits. The team, including related government departments, operators, traffic cops, doctors, firemen, workers and others, can act unanimously and corporate tacitly so that the strong degree and process of the accident are controlled and loss is minimized.更多还原
