区域城乡互动机制与城乡一体化发展研究

【摘要】 城乡协调发展是人类社会的理想，也是我国社会经济发展的迫切需要。体现城乡协调发展观的城乡一体化理论日益成为政府和学者们关注的热点。论文在对国内外城乡一体化理论和实践进展系统分析和评价的基础上，通过理论分析与实证研究、定性分析与定量评价相结合的方法，对城乡一体化发展机制、指标体系构建和评价方法进行了系统研究和探讨。 (1)城乡一体化是一种新型城乡关系的选择，是一种城乡关系进入以互补、融合、协同发展为基本标志的理想状态的目标模式，强调城乡互动、协同发展过程，表达了城乡社会经济高度发达、高度协调的结果。在我国城乡一体化的本质就在于彻底消除现存的城乡二元体制结构，促进城乡互动，使高度的物质文明与精神文明达到城乡共享。 (2)在分析城乡一体化发展机理的基础上，提出产业结构转换是城乡一体化发展的核心动力机制，基础设施联动是城乡一体化发展的实现机制，而政策制度的调控是城乡一体化发展的协调机制，它们共同构成了城乡一体化运行机制。从而为城乡一体化的动力机制研究提供了一个新的思路。 (3)构建了城乡一体化的评价指标体系，并以城乡发展水平和协调度两个二级目标指标为依据，将城乡一体化发展划分为传统二元结构阶段、城乡互动起步阶段、城乡初步一体化阶段、城乡中度一体化阶段和城乡高度一体化阶段五个阶段，为城乡一体化理论体系的完善作了有益的探索。 (4)对1980-2003年大西安城乡一体化发展进行了实证研究，并提出推进大西安城乡一体化的基本对策。更多还原

【Abstract】 Coordinated development of urban and rural areas is our social ideality, and it is also the stringent demand of our country’s national economic and social development. The urban-rural integration theory what embodies the thought of coordinated development of urban and rural areas is increasingly becoming a hot point what attracts the government and scholars’ attention. Based on expounding systemically the theories and practices’ urban-rural integration, the developing mechanism and the aim, the indicators of urban-rural integration are being discussed by investigation, analysis of reference and scholar’ visiting.(1) Differentiating and analyzing the meaning of the urban-rural integration. The urban-rural integration is a combination of progress and result: as a progress it enhances the progress of urban-rural interaction and coordinated development; being the developmental ultimate aim of urban and rural areas, the urban-rural integration is seen as the high development and amalgamation of space, population, economic, society, zoology in some definite urban and rural areas.(2) Analyzing the developing mechanism of urban-rural interaction. On the analysis of the developing mechanism of urban-rural integration, it is pointed out that transferring industrial structure is the core dynamic mechanism of the urban-rural integration’s development, and its implementation mechanism is basic establishment’s interaction, the policy system is the working mechanism, all above constitute the acting mechanism of urban-rural interaction. In advance, the frame of dynamical and indicator analysis of the urban-rural integration’s development is reconstructed, then its indicator and developing level is analyzed in quantity, in order to seek the quantitative relationship between each factor and the developing level of urban-rural integration.
