【摘要】 本研究运用宏观经济学、区域经济学、比较经济学、数量经济学和社会主义市场经济理论、产业结构理论等现代经济学科和理论的成果,采取理论分析和实证分析相结合的方法,对甘肃5年西部大开发的成果和经验进行分析、总结,着重对甘肃西部大开发前(1996—1999年)和西部大开发后(1999—2004年)两个时段的经济发展过程,运用多种科学分析方法,进行比较分析研究,确定甘肃省未来合理的发展基调和科学的发展目标,探求促进甘肃省未来经济繁荣和社会进步的突破口。 西部大开发5年来,甘肃省取得了巨大成就,从纵向相比,甘肃的变化非常惊人;但与全国和其他省份经济发展相比,甘肃省还有很大差距。 本文以甘肃省实际统计资料为依据,分别从整个西部在大开发以来的发展及与全国的差距,甘肃省经济实力,经济结构水平,工业化程度,各产业劳动生产率,经济效益,固定资产投资和消费,经济增长和人口的相互作用,对外开放和对经济增长的效应几个方面进行了分析,结论认为:西部大开发5年以来,西部地区在经济发展方面取得了巨大的成就,但与东部、南部的差距反呈继续拉大之势;甘肃省生产总值年均增长率为9.72%,低于全国其他省份年均水平;全省收入差距拉大;产业结构呈现“二、三、一”工业化过程的典型特征;固定资产投资规模大增,未来几年投资需求巨大;经济外向度低,而且与全国的比较差距很大等结论。 通过分析,发现甘肃省经济发展中存在的主要问题是:一、第一产业发展缓慢,“三农”问题严重;二、第三产业发展缓慢,市场化程度低,非公有制经济发展不足;三、甘肃属于典型的投资拉动型经济,对投资的依赖较大,未来几年投资需求巨大。在分析以上问题产生原因的基础上,文章提出了解决以上问题的思路。一、加快实施“工业强省”战略,促进甘肃农业与农村经济发展,增加农民收入;二、放宽市场准入,走非均衡发展的道路,大力发展第三产业;三、拓宽投融资渠道,扩大投资规模。更多还原

【Abstract】 This paper emphasizes on Deng Xiaoping Theory as the direction theory, based on some helpful conclusions of macro-economics , develop-economics , regional-economics , relative-economics , scalar-economics , the theory of socialistic-market-economics and the theory of industry structure, by developing the method of combining the theory analysis and the practice analysis, by summarizing and analyzing the Western China Development achievements and experiences of the last five years of Gansu Province. This research emphasizes on two economic developed periods, one of which is before the peorid of the Western China Development （1996—1999） and the other is after the peorid of the Western China Development （1999 — 2004）, does relative analysis by using scientific analysis methods and goes deep discussion in the fatal issues of economic development, to ascertain the better developing accordatura and reasonable developing object and to seek the breakthrough of promoting the economy flourish and the society development for Gansu Province in the future.Gansu has achieved great achievements in the five years of Western China Development, compared with itself, the transformation of Gansu province is egregious, however, compared with the national average level and the other provinces, the difference is still huge. After the 10^th National People’s Congress, other provinces achieve the situation of expeditious development;Gansu can not keep the pace of building a well-off society in an all-round way unless expediting the developing speed.Based on the real statistic data, this dissertation analyzes the several parts of Gan Su province, such as the economic difference between Gansu and other provinces , the economic strength , the economic structure level, the industrialization degree, work productivity, economic benefit, capital asserts investment, consumption level, the interaction of economic development and population, the opening-up and the effect to economy increase, then draws theconclusion that since the five years of Western China Development, the western region has achieved great achievement in economy development, however, the difference between the western and the eastern has not reduce, in other word, it has being continuously increased, the average increasing rate of the gross province product is 9.72%, which is below the national average level, what’s more, the income difference of Gansu province has increased. The industry structure presents the representative ’2nd, 3rd, 1st’ industrial process, the investment of the capital asserts goes up directly, the investment requirement of the recent future years is great, Gansu economy shows low extroversion degree and great relative-difference with the nation.The problem Gansu economy facing in the future are listed as below: firstly, primary industry develop slowly, three dimensional rural problem is serious;secondly, the secondary and the third industry develop slowly, the marketing degree is low and the development of nonpublic economy is deficiency;finally, Gansu economy relies deeply on investment, the investment requirement is huge in the recent future years.Some methods can be used to solve problems mentioned above: firstly, increase the paces of the industry-leading-economy strategy;secondly, broaden the market admittance, develop the third-industry vigorously by using the unbalanced development method;thirdly, broaden the trench of investment and financing, extend the investment scale.更多还原
