【摘要】 电子政务是信息化的核心内容,也是信息社会的核心构成部分。随着电子政务的发展,电子政务的成本与效益问题日益引起人们的广泛关注。目前对电子政务评价指标体系的研究,多集中在宏观层面,在行业研究方面还很少涉及。论文主要研究了交通行业电子政务的综合评价问题,建立了一套具有交通行业特点的、可操作性极强的交通电子政务评价指标体系,以指导今后交通管理部门电子政务的建设。 论文运用了系统分析的思路,在研究中采用了专家估测法、层次分析法、专家辅助决策法、多指标综合评价等方法,重点研究了交通电子政务、交通电子政务评价指标、指标权重和综合评价方法等内容,在此基础上建立了交通电子政务评价指标体系。在实证研究中,论文应用该评价指标体系对广东省交通管理部门电子政务进行了测评,对该评价指标体系进行了验证。 本论文主体包括三个部份: 第一部分(第一章、第二章)是论文的理论基础,主要介绍了当前国内外电子政务评价方法和评价指标体系相关理论知识。 第二部分(第三章到第六章)详细介绍了交通电子政务评价指标体系的建立过程。第三章对我国交通电子政务的总体情况做了简要介绍,第四章研究了交通电子政务指标体系的指标构成,第五章用专家估测法和层次分析确定了权重,第六章确定了使用多指标综合评价方法作为交通电子政务的评价方法。 第三部分(第七章)是论文的实证研究部分。论文利用建立的指标体系对广东省交通管理部门电子政务水平作出了定量的描述,计算出了广东省交通管理部门电子政务水平的基数,并做了相关分析。广东省交通电子政务的测评结论,基本反映了广东省交通行业的实际情况,证明了该评价指标体系是科学和实用的。更多还原

【Abstract】 The E-government is an informationalized key content, and a key component part of the information-intensive society too. With the development of E-government, the cost & benefit of the E-government cause people’s extensive concern day by day.Currently, the E-Government Index System Researches are more focused on the macro level and rarely involved in the industry level. The paper mostly researches the integrate evaluation of traffic E-govemment, establishes a Traffic E-Government Index System provided with characteristics of traffic industry and strong operability, To guide traffic government administration build E-Government in the future.The paper uses a systematic analysis thoughtfulness, with Experts Estimate Process, Analysis Hierarchy Process, Expert Decision-making Aids Process and Multiple Indicator Evaluation Approach used in the research process, focuses on the areas of traffic E-govemment, Traffic E-Government Index System, indicators weight, integrate indicator evaluation approach, etc,.On the basis of the researches above, the paper establishes a Traffic E-Government Index System. In empirical studies, the paper evaluate the E-Government level of traffic management sectores of Guangdong Province by use this Index System, and certificated the Index System.There are three parts in this paper:The first part (including Chapter 1,2) is the theoretical foundation of the paper, mainly introduce the current methods of evaluation and the related knowledges of Index System.The second part (including Chapter 3 to 6) particularly introduces the establishing process of the Traffic E-Government Index System. Chapter 3 briefly introduce the overall situation of Traffic E-Government construction of our country, Chapter 4 studies the indicators constitutes of Traffic E-Government Index System, Chapter 5 calculate the indicators weight by use Experts Estimate Process and Analysis Hierarchy Process, Chapter 6 Identifies using the Multiple IndicatorEvaluation Approach as the evaluation approach of the traffic E-Government evaluation.The second part (including Chapter 7) is the empirical study of the paper,. This paper evaluate the E-Government level of traffic management sectores of Guangdong Province by use this Index System, caculate the base index of the E-Government level of traffic management sectores of Guangdong Province, at last, the paper makes some analysis. The conclusion of the empirical study, Basically reflects the actual situation in Guangdong Province transport industry, testfies that the Index System is scientific and practical.更多还原
