【摘要】 南四湖流域多年平均水资源总量67.95亿m~3,人均297.4m~3,地表水资源量人均128m~3,低于国际公认的人均最低水资源量,不足人均500m~3为严重缺水的控制线,属严重资源性缺水地区。近几年来,由于水资源量严重不足,地表水资源和地下水资源的利用率一直较高,地下水资源开发利用率基本处于逐年增长的趋势,水资源的开发利用率过高,已造成了严重的生态环境问题,当地水资源开发利用已超过其承载能力。加上南四湖地处苏鲁两省交界处,缺乏水资源统一规划和有效管理,存在用水浪费,进一步加重了水资源危机,地区水资源危机已严重制约了地区经济的可持续发展,对湖区生态环境造成了严重的破坏。为协调好南四湖地区之间和生活、生产和生态环境之间的用水关系,管好用好南四湖有限的水资源,开展对南四湖流域的水资源规划及管理的研究十分必要。 本论文通过开展水资源规划及管理的研究,为南四湖水资源统一管理提供科学依据。论文的主要内容包括: 1、对国内外水资源规划和管理的进展和现状情况进行调查和分析,在此基础上,阐述了开展南四湖水资源规划和管理研究的重要性。 2、系统介绍调查了南四湖地区的基本情况、水资源及生态环境的现状,分析了水资源和水资源管理的现状,以及指出了水资源及水资源管理中存在的问题,为开展南四湖水资源规划和管理研究提供必要的基础。 3、分析了规划的基本原则理论和方法,研究了阐述了通过需水预测的理论形式,建立了水量分配模型,进行制定出科学的水量分配方案,同时通过提出了建设必要的水资源工程措施及非工程措施加强水资源工程管理,保障供水安全。 4、分析了通过流域管理和区域管理相结合的管理模式,制定了南四湖水资源管理总体方案。更多还原

For coordinates between the good Nan Si Lake area and the life, the production and the ecological environment water used relations, the tube good uses Nan Si Lake the limited water resources, develops is extremely essential to Nan Si Lake the basin water resources plan and the management research.The present paper through the development water resources plan and the management research, provides the scientific basis for Nan Si Lake the water resources unification management.
