【摘要】 本文围绕着如何确保调水工程质量、安全、进度和投资效益,展开了对跨流域调水工程项目管理模式的深入研究,具体研究内容如下: (1)总结概述了工程项目管理模式的发展历史,介绍了几种常见的项目管理模式:分项发包建设管理模式、施工总包建设管理模式,设计施工总包建设管理模式,项目总承包模式、CM建设管理模式,Partnering模式。 (2)在对管理模式选择的主要考虑因素和原则进行详细分析的基础上,提出了项目管理公司模式、设计施工总包模式、施工总包模式这三种模式在跨流域调水工程项目的建设管理上都可用,然后,对这三种模式进行分析比较,提出这三种模式可演变成项目管理公司模式下的三种发包方式,即分项发包、施工总包和设计施工总包,其中项目管理公司模式下的设计施工总包和施工总包只在有条件的项目点可以作为试点。并对项目管理公司模式实施中的建设管理市场、项目管理公司的资质、选择方式、主要职责等进行了探讨,指出其主要职责包括传统的建设单位的大部分职能和监理公司对承包商的全部监督职能,其权力和所承担的责任比传统的建设监理公司更大。 (3)探讨了项目管理公司模式实施中的几个关键问题,如项目管理公司形式的选择、合同价的构成、预算包干费用的确定、设计变更的控制、审计、不可预见费的控制、激励等问题并制定相关的突出的主要合同条款,同时还探讨了这种模式在几十年的工程实践中应注意的问题。 (4)本文在分析项目管理公司管理工作内容的基础上,构建了项目管理公司绩效评价指标体系。并对项目管理公司绩效评价指标体系中权重的确定、评价指标的度量及评语方法等问题进行了深入研究。最后通过算例分析,说明是可行的。综合评价结果可用于激励合同的修正。更多还原

【Abstract】 The thesis makes a profound study on the project management model for interbasin water transfer project in order to insure the project quality, security, schedule and investment benefit. The content of study are as follows:(1) The thesis summarizes the development history of project management model and gives a brief introduction on some familiar ones, such as, split contracting, construction general contracting, design-build general contracting, project general contracting, CM and Partnering model. Meanwhile, a detailed comparative study has made on these models based on conception, operational relations among dominating participants, management main body, advantages and disadvantages, and its application areas.(2) Based on the detailed study on the main factors and principles for the model selection, the thesis puts forward the project management model, design-build general contracting model and construction general contracting model which are applicable in interbasin water transfer project construction management. A comparative study has carried out among the above models which can be turn into the following three categories under project management model, split contracting, construction general contracting and design-build general contracting. Among which, the latter two models can only be applied in some conditional projects for pilot application. The thesis also discusses the construction management market, the qualification of project management company, selection method and main task which related to the application of project management model. The thesis also points out the main taskes of project management company which not only include the majority tasks of traditional construction company but also include the general supervisory task carried out by the supervising company where its authority and obligations are wider than the traditional supervising company.(3) Probe into some key issues on the application of project management model and relevant primary contract terms, such as selection for project management companies, the structure of contract price, the confirmation of budget package expenses, control on design variation, audit, control on unforseeable fees, incentives,and etc.(4) Based on the analyse on the general task of project management company, the thesis fabricates index system for its performanceevaluation. Profound study has carried out on the weight confirmation for the evaluation index system as well as measurement and comment methods for the evaluation index.
