【摘要】 随着农村市场经济的发展,建立农村社会保障制度已经成为当前社会的客观要求。在拥有9亿人口的中国农村,农民群众是社会主义建设的主体,建立起农村社会保障体系,对于完善社会主义市场经济体制,促进农村经济社会的协调发展和小康社会的建设,维护农民正当权利保持农村的稳定,以及建设社会主义新农村有着不可低估的理论和现实意义。 农村社会保障是相对于城镇社会保障制度而言,一般是指国家或社会在农村这一特定区域范围内,为了保证农村社会成员个人及其家庭的经济安全和提供必要的福利,通过立法和行政措施而实施的一种公共计划。它包括农村社会保险、农村社会救济、社会福利、优抚安置以及社会互助和个人储蓄积累保障。由于城乡二元的原因,以土地为生的广大农民长期被排斥在社会保障体系之外,滞后的农村保障制度供给成为当代社会主义中国的一大尴尬。 党中央在新时期对建设社会主义新农村中作出的重要指示和部署,为建设小康社会和推进改革完善农村经济体制以及建立我国农村社会保障制度指明了方向。本文在第一部分分析目前我国农村社会保障制度的困境和缺失,第二部分对我农村建立社会保障制度必要性和可行性进行研究,第三部分着重对我农村如何建立社会保障制度提出建设性的建议。更多还原

【Abstract】 With the development of rural market economy , set up the objective requirement that rural social security system has already become the present society. In the countryside of China with 9 hundred million people, peasantry are subjects of the socialism, establish the system of the rural social security arisesing, for improving the socialist market economy system, promote the coordinated development of rural economics and society and construction of well-off society, maintain the stability that peasant’s just rights keep the countryside, there are incomparable theory and realistic meaning to and build the socialist new countryside.The rural social security is generally mean as to urban social security system the country or society is in this particular regional range in the countryside, in order to guarantee economy safety of rural social members individuals and his families and offer the essential welfare, and a kind of public plan that the administrative measure is implemented through legislating. It including rural social insurance, rural society relieve, social welfare, give special care to , find a room for and society help each other with individual savings accumulating the guarantee. Because of Two yuan structure in urban and rural areas reasons, peasants making a living with the land are repelled except social security system for a long time, ensure system supply to become a great awkwardness of contemporary socialist China in the countryside that lags behind.The Central Party Committee points out and disposes to what has been made while building the socialist new countryside clearly in new period, for build well-off society and advance reform improve rural economic system and set up rural social security system of our country point out the direction.
