【摘要】 新阶层的出现是时代主题转换的必然产物,是中国改革开放和现代化建设的必然产物,是中国社会发展的必然产物。中共十六大对我国改革开放后出现的新社会阶层做了权威性的确认和政治意义上的肯定。社会新阶层是改革开放、科技进步和社会发展的共同产物;是由单一的公有制经济转变为以公有制为主体、多种经济形式共同发展,计划经济逐渐被市场经济取代,社会分工越来越细的产物;是社会进步的具体体现。 社会新阶层的出现,打破了原有的社会体制、分配机制,带来了一系列的社会问题:社会公平、社会焦虑、社会保障等等一些急待解决的问题。做好新的社会阶层统战工作是贯彻“三个代表”重要思想的必然要求,是党中央对全党特别对统战部门提出的重要任务,是开创新世纪新阶段统战工作新局面的一项战略性任务,是完成新世纪党和国家的三大任务的关键,是建设社会主义新农村的一个保障。做好这项工作,有利于全面实现小康社会宏伟目标的实现;有利于巩固党的阶级基础和扩大党的执政基础;有利于发展壮大爱国统一战线,为实现中华民族的伟大复兴增添新力量。 全文分为四个部分。第一部分,社会新阶层的诞生——拓宽了统战队伍。这一部分主要研究新阶层产生的历史背景,从六个方面谈了他们的基本特点。第二部分则着重研究社会新阶层统战工作的目的和任务。在分析其统战工作的目的和任务之前,首先分析了新阶层所引发的社会问题,针对这些问题再来探讨其根本目的、根本任务和具体目的、具体任务。第三部分主要探讨新阶层统战工作的基本规律和有效方法。根据统战工作的基本规律和应用规律,从指导思想、前提条件、关键和重点四个方面来探讨新阶层统战工作的基本规律。详述了新阶层统战工作的有效方法及载体。第四部分主要研究社会新阶层统战工作的理论意义和现实意义。更多还原

【Abstract】 The appearance of the new strata is an inevitable result of the changed theme in society, an inevitable result of the social reform and open policy to the outside world and modernization construction of China, an inevitable result of the social development of China. The 16th Representative Conference of the Communist Party of China admitted that the new strata, which followed the reform and open policy, are the builder of the socialist cause in China.The appearance of the new social strata breaks up the original social system, the social distribution system and brings up a series of social question: Social justice, Social anxiety, Social security and so on some pending issues. Completes the new social class united front work is the request of implementation of "The Three Represents" important thought, is an important task which proposed to the united front department by the Central Party Committee, is a strategic duty of the new century to the united front work, is the key to completing the Party and nation’s three big duties, is a safeguard to construct the socialism new countryside. The united front work of the new social strata, is of great advantage in the comprehensive realization of the well-off society, and in consolidating the Party’s social foundation and expanding Party’s ruling foundation as well as in strengthening the patriotism and unification front, for realizing the Party’s great revival in the new century.The whole text is divided into four parts. The first part, the birth of the new social strata: Enlarged the united front troop. This part mainly discuses the historical background from which the new social stratum comes, as well as their essential features from six aspects. The second part then talks about the goal and the duty of the united front work on the new social strata. Before analyzing the goals and theduties, the social problems initiated by the new social strata were discussed. The third part mainly discusses the basic rule and the effective method of the united front work on new social strata. According to the united front work basic rule and the application rule, from the guiding ideology, the prerequisite, the key and the key four aspects, the basic rules of the united front work on new social strata were talked as well as the effective methods and the carriers. The fourth part mainly work on the theoretical and practical significance of the united front work on the new social strata.Should the Communist Party of China strengthen the construction of its ability of administration, expand mass foundation in power of the Party and realize the innovation of the united front work, it must pay close attention to the social new strata of the non-public economy, and strive for the approval, support and trust of the new strata so as to give play to their enthusiasm to the maximum extent, devote themselves to the socialist construction with the distinct Chinese characteristics together.更多还原
