【摘要】 小城镇发展问题是我国当前的一个重大问题,直接关系到我国城镇化进程、农业与农村经济发展以及国民经济的可持续发展。在当前我国人口过度增长、资源严重短缺、环境污染及生态退化的国情下,在全面建设小康社会、构建和谐社会的大背景下,创建和谐小城镇,保持小城镇建设人与自然和谐共生的状态,加快小城镇生态环境建设势在必行。改革开放以来,河北省小城镇建设取得了巨大的成就,但是城镇化进程中的生态环境问题日益严重,已经成为河北省城镇社会全面进步的限制因素,走经济——社会——环境协调发展的城镇化道路是今后河北省小城镇发展的必然趋势。 本文是分为七章进行撰写的。首先对河北省小城镇生态环境建设相关概念进行了界定,阐述了城镇化发展与城镇生态环境建设的关系,并对河北省小城镇生态环境建设的现状进行了深入系统的分析,提出目前河北省小城镇生态环境建设中普遍存在土地资源形势严峻、环境质量下降、环境基础设施建设欠缺等问题,并分析了产生问题的原因。另外,本文在可持续发展理论、生态经济学原理及区域整体化与城乡协调发展理论的基础上,借鉴国内外可持发展评价指标体系及国内相关研究结果,建立了包括资源环境、经济、社会三大类指标25个单项指标的河北省小城镇生态环境建设评价指标体系,并对各指标进行解释和说明,结合《河北省国民经济和社会发展第十一个五年规划纲要》提出了参考目标值,采用层次分析法确定各指标权重,运用综合指数法进行总体评价。并通过案例即对张北镇生态环境建设的综合评价验证了该指标体系的科学性与实用性。文章最后提出了建立环境与发展综合决策的实施机制、加快小城镇环境基础设施建设、加强小城镇产业结构调整等提高河北省小城镇生态环境建设的对策。 全文运用了理论与实证研究相结合,定性与定量分析相结合的方法。本文的创新点是:提出了河北省小城镇生态环境建设评价指标体系,旨在制定河北省小城镇生态环境建设评价标准并提供检验依据及方法,以促进河北省城镇化的快速、健康、高效发展。文中所讨论的小城镇生态环境建设的理论和实践问题,符合《中国21世纪议程》的有关内容,对推动河北省小城镇的生态环境建设具有指导意义。 本文只是对河北省小城镇生态环境建设的初步探索,由于河北省小城镇生态环境问题的复杂性,统计数据十分缺乏,本文设计的生态环境建设评价指标有些简洁,尚需改进。建议加强对河北省小城镇生态功能分区的研究,不断深化河北省小城镇生态环境建设的量化指标及指标值确定。相信随着研究的推广与深入,河北省小城镇生态环境建设评价指标体系将会更加完善,可利用的数据资料也会更全面与准确。更多还原

【Abstract】 The development problem of small town is a present important issue in our country, concerning the urbanization process, agriculture and rural economy development and sustainable development of national economy directly. It is imperative to accelerate the construction of ecological environment in the small town under the national conditions of the increasing excessively of population, the serious shortage of resources, the environmental pollution, the ecology degradation and the great background of constructing the well-off society and the harmonious society comprehensively. Since the reform and opening-up, the construction of small town in Hebei makes the enormous achievements, but the ecological environment problem in the urbanization process is serious day by day, and have already become the limiting factor of social progress in Hebei. So the coordinated development of the economy, society and environment road is the necessary trend of Hebei small town development in the future.The main content of this paper includes seven respects. Firstly, it has defined the relevant concepts of constructions of ecological environment of small town of Hebei, have explained the relation of urbanization and urban constructions of ecological environment, has carried on systematic analysis of the current situation of land resource, environment quality and infrastructure, and has analyzed the cause of the question. In addition, based on principles of small town sustainable development, ecology, regional integration and coordinated development theory of urban and rural areas, this paper has set up the appraisal criterion of ecological environment of small town in Hebei province including 3 appraisal indicators of resource environment, economy and society, and selected 25 items that explain them, put forward the target value, probe into the AHP method to weight each indicators and given with the way of synthetic index, applying appraisal indicators system of sustainable development and other researches from both at home and abroad. And the appraisal indicators system have been proved to be scientific and practical through analyzing the construction of ecological environment construction of Zhangbei town. The paper proposed some countermeasures to improve the ecological environment construction of Hebei small town, such as setting up the implementation mechanism of the comprehensive decision of environment and development, accelerating the construction of environmental infrastructure, strengthening the industrial structure adjustment of small town.The paper applies theory and demonstration, qualitative and quantitative analysis. Setting up this appraisal indicators system aims to institute the appraisal criterion of ecological environment for small town in Hebei province, to provide the judgment principle and method and to promote the progress of urbanization in Hebei province. The ecological environment construction of small town concerned theoretical and practice issues discussed in this Paper well suit the related themes in’China’s Agenda 21’.Those ideas and suggestions of this paper may play positive role in promoting the construction of ecological environment construction of small town in Hebei province .The paper is only a preliminary exploration for ecological environment Construction of Small Town in Hebei Province, because of the complexity of the ecological environment questions, the statistical data lacks extremely, the ecological environment construction appraisal indicator is easy, still to improve. So strengthen the research on ecology function and deepen the quantification indicator are important. With the development of the research, the appraisal criterion of ecological environment for small town in Hebei province will be able more perfect, and the data also will be able more comprehensive and accurate.更多还原
