【摘要】 当前我国处在政治体制改革新时期,正由“全能政府”转变成“有限政府”。但在政府转变职能时,政府责任面临着重新分配与管理。正因为如此,如何建立一个责任政府成为当前急待解决的问题。 本文第一章从词源学的角度分析入手,指出责任政府的含义。通过中西方关于责任政府含义的比较,运用破立结合的方法提出了本文责任政府的定义及内涵。 本文的第二、三、四、五章是本论文的重点,通过论述为什么要在我国建设责任政府,朝什么方向去做,做什么及其怎样做四个方面展开论述。本文的第二章论述了为什么在我国建设责任政府。第三章阐述了公共利益是责任政府的最终目标这个全新的观点,并对政府的服务精神、公平正义赋予了新的时代内涵。在此基础上从政治责任、行政责任、法律责任、道德责任四个不同的角度论述了责任政府的主要内容,从而完成了第四章。第五章主要通过制度建设和行政人自主性的增强两条线索来实现我国的责任政府。更多还原

【Abstract】 Nowadays, our country is in new era of political system reform, "almighty government" is being turned to be finite government. But when government function changes, government’s responsibility is confronted with the distribution and administration over again. So, how to construct a responsible government becomes the present critical problem.In chapter 1, with viewpoint of etymology, discusses the meanings of responsible government. Through comparing the meanings of responsible government between China and the western countries, using break-and -establish method, put forward the definition and meaning of responsible government in this thesis.Chapter 2,3,4,5 are emphases in this thesis, which discuss four aspects is why construct responsible government in our country, go to where, do what and how to do. Chapter 2 discourses on why construct responsible government in our country. Chapter 3 elaborates new point that public interests is ultimate goal of responsible government, and that endows new meanings upon heart for service of government and justice. Furthermore, we discourse on main contents of responsible government from four different sides including political, administrative, legal and ethical responsibilities. In chapter 5, we try to construct the responsible government through two clues of the system construction and the administrative person’s automation.Chapter 6 is the ending of thesis, which elaborates the relation between the responsible government and the harmonious society’s, and points out responsible government’s practical significance.更多还原
