淮北市矿区生态保护与总体规划研究

【摘要】 煤炭和土地是人类赖以生存和发展的重要自然资源。煤炭开采为我国经济和社会发展做出了巨大贡献,也造成大面积的土地塌陷、荒芜,严重影响了矿区生态环境、农业生产、区域经济发展及人民生活水平的提高。传统的土地复垦模式不能有效解决采煤塌陷地可持续发展面临的问题。因此,依据当地的自然条件和资源条件最大限度地重新开发利用塌陷地,使采煤塌陷地在生态修复以后能达到最佳的生态、社会和经济效益,满足矿区可持续发展的需要,是目前迫在眉睫、亟待解决的问题。 本文以淮北市矿区为研究对象,分析了采煤塌陷地开发利用和发展现状,在生态学和生态经济学原理指导下,提出了淮北市采煤塌陷地生态修复的战略目标和规划原则,针对不同类型塌陷地提出了不同的生态农业发展模式,构建了基于循环经济的采煤塌陷地循环经济型产业链,认为在采煤塌陷区建立生态工业园是实现循环经济的有效途径,并讨论了生态工业园内产业链实现循环的途径,得出了采煤塌陷地持续发展目标的实现模式和生态规划,为采煤塌陷地实现可持续发展提供了有益的参考方案。
【Abstract】 Coals and lands are the main natural sources for human beings’ living. The exploitation of coals enforced the economical and social developments of our country, but it also caused the sinking and desolation of some lands, disrupted the agriculture and ecosystem of diggings, and cumbered economical developments and life improvements of local people. Traditional reclamation model can not effectively solve these problems. For the sustainable development, the evolution of new ecotypic models to utilize these sinking lands under the local natural conditions becomes urgent. Through this model, these sinking lands caused by mining coals can be farthest used after ecotypic restore and optimal economical, ecotypic and social benefits can be got.In this paper, the using and present development of mining areas in Huaibei were analyzed first. The strategic aims and programming principles were tabled under the directions of ecology and economics theory. Ecotypic agriculture development models were designed for different sinking areas. Ecotypic industry gardens were upbuilded which were effective methods to come true circular economy and set up circular economical industry chains. The ecotypic programming and sustainable development of sinking mining areas were found. This research developed the consulting cases for the sustainable developments of sinking mining areas.
