【摘要】 今年是我国加入世界贸易组织过渡期的最后一年,这意味着我国还有不到一年的时间就要兑现对外资金融机构全面开放的承诺,外资金融机构类似“金融百货公司”的综合化经营给中资金融机构的业务经营带来了巨大的压力和动力。今年也是我国实施“十一五”规划的第一年,相关文件也多次提出今后要稳步推进金融业综合经营。可见,发展金融业综合经营已成为国内、国外共同的要求。但是,如何保证金融业综合经营在新的形势下健康运行,这就必须提到金融监管,加强和完善金融监管以促进金融业发展是当今世界面临的重要问题,而金融监管体制是金融制度的重要组成部分,金融监管体制的选择和建立关系到监管效率的提高和监管目标的实现。在具体地分析国内经济、金融形势的基础上,通过对国际上三种典型的金融监管体制进行比较,本文提出一些改革和完善我国现行金融监管体制的具体措施。本文认为,在充分考虑我国的历史和文化传统、经济金融环境、政治背景影响,尤其是金融业综合经营发展程度的基础上,我国应循序渐进地推进监管体制的改革和完善。现阶段我国仍应该坚持分立监管体制,但同时还必须在各方面逐渐建立起对综合经营活动的监管制度安排。比如:提高监管机构的独立性和专业化水平、增强监管机构与其它宏观调控部门的协调、建立健全金融法律法规体系等等。希望本文的研究能对我国的理论工作者和实践工作者提供一些可行的建议。更多还原

【Abstract】 This year is the final year within the transitional period that China joins the WTO. Itmeans that China’s financial institutions will promise to open to the outside world within lessthan one year. The comprehensive operation similar to “finance department store” of the foreigncapital financial institution brings huge pressures and impetus. This year is also the first year thatChina carries the Eleventh-Five program. Many related documents also put forward that ourcountry should develop the financial comprehensive operation steadily for the future. It isobvious that to develop the financial comprehensive operation has already become the commonneeds for the inside and outside world. However, the financial supervision must be raised on howto ensure the financial comprehensive operation to operate healthily under the new situation. Animportant issue nowadays is to strengthen and perfect the financial supervision, then to promotethe financial business development. Moreover the financial supervisory system is an importantpart of the financial system. The choice and foundation of the financial supervisory systemrelates to raise the supervisory efficiency and realize the supervisory objective.On the base of analyzing the domestic economic and financial situations concretely,through comparing the three international typical financial supervisory systems, the paper putsforward some measures to reform and perfect China’s present financial supervisory system. Thispaper suggests that we should reform and perfect China’s present financial supervisory systemstep by step gradually, fully considering China’s historical and cultural traditions, economic andfinancial environments and political background. Nowadays China should still stick to themultiple supervisory systems, but we need to set up the supervisory system arrangements aboutthe comprehensive operation activities in every respect at the same time. For example, we shoulddo what we do to enhance the independence and specialization level of the supervisoryinstitutions, to harmonize the activities between the supervisory institutions and othermacro-control departments, to build and perfect the financial legal system, and so on.I hope that this paper can provide some feasible suggestions to the financial practices andtheoretical studies in our country.更多还原
