【摘要】 本文试图通过分析证明,无论在经济理论上还是中国的社会经济实践中,民营银行都有其存在的必要性、合理性;并基于此基础,设想了一套中国民营银行市场准入的思路。文章首先界定了民营银行的概念,以确定本文的研究对象。进而用制度经济学框架,对民营银行存在与发展的理论基础进行阐述,力图为下文分析提供一个坚实的理论平台。在理论分析的基础上,文章转而关注中国现实经济生活。当前我国金融体制改革面临的一个突出问题是:在我国进行社会主义市场经济建设的过程中,多种层次、多种成分的经济体制的发展,与单一的金融体制结构之间产生了内在的不均衡。现行金融体制的这种不均衡使得实现民营银行的市场准入成为我国金融体制创新的必然选择。在进行上述分析并借鉴其他国家和地区民营银行市场准入的经验教训的基础上,文章揭示了我国实现民营银行市场准入所亟待解决的问题,系统地提出了我国民营银行市场准入的原则,认为我国民营银行的市场准入应坚持适度性、渐进性和有序性的原则,首先立足于建立中小型的社区银行,遵循市场自然选择的结果,遵循经济发展的客观规律。文章的第四部分对我国民营银行的市场准入进行了基本制度框架设计,从外部制度和内部制度两方面阐述了实现民营银行市场准入所必需的制度准备,设计出一套较为可行的实施方案。更多还原

【Abstract】 This article attempts through the analysis proof, regardless of in the economicaltheoretically China’s social economy practice, the private bank all has its existence thenecessity, the rationality;on this base, we has conceived a set of Chinese private banksmarket access mentality. Firstly the article has limited the private bank concept, to determinesthe research object. Then within the institutional economic frame, carries on the elaborationto the private banks existence and the development rationale, tries hard to provide a solidtheory platform for as follows analysis.
