【摘要】 做好公路现代化建设,首先要对公路现状和需求进行科学的调查与评价,这是公路规划和建设的首要基础工作。为了保障社会经济大系统现代化的顺利实现,有必要立足社会大系统的现代化进程,对公路现代化的发展程度进行科学、系统、完整地评价,从而有效地把握公路现代化的发展进程,为制定公路发展规划提供科学有力的依据。因此,建立一套立足于社会大系统现代化的,系统的、科学的、完整的公路现代化评价指标体系成为公路现代化发展的迫切要求。 本文首先将系统论与现代化理论结合起来,依照系统论的观点将现代化理论从不同角度逐层分解分析,建立系统、科学、完善的天津市公路现代化研究的理论体系框架。然后根据天津市公路现代化研究的理论体系框架,运用系统论的观点和层次分析法等科学方法搭建天津市公路现代化评价指标体系的结构,选取体系中的各级指标,并确定各指标的权重,从而得到天津公路现代化评价指标体系的基本模型。运用类比法、回归分析法、弹性系数法等科学方法进行数据对比分析,确定天津公路现代化评价指标体系中各基层指标的测度模型并得到相应的标准值,将其代入天津公路现代化评价指标体系的基本模型,得到完整的天津公路现代化评价指标体系。最后将所得的天津公路现代化评价指标体系应用于实例检验,明确评价指标体系中各基层指标的现时值,据此对天津市公路现代化水平进行分析评价,并为其他研究提供参考。更多还原

【Abstract】 In order to realize the modernization of the highway building, it is essential for us to make scientific research on the current situation and the need of the highway and also make related evaluation on the result. In order to realize the modernization of the whole social and economic system, we should have a systematic, comprehensive and scientific understanding of the development degree of the highway modernization in order to provide enough detailed and scientific reference for the highway development programme. As a result, it is urgent for us to establish a modern system of evaluation.The following passage integrates the systematic theory and modernization theory together, explains and analyzes the modernized theory according to the systematic theory to establish and develop a systematic theory frame on the modernization theory of Tianjin highway , then using scientific methods to form a evaluation structure according to the frame. Choosing different class exponent to get an evaluation model from above research. Then using analogism, flexible quotiety methods to analyze the statistics comparison and get the standard statistics , put these statistics in to the model mentioned above, a formal evaluation system will be established. After these research, put the system into practice to examine the result and to get the real value through practice. Since these research has been finished, we can using these research result to evaluate the level of the highway and provide reference for other related research.更多还原
