基于物理—事理—人理方法论的项目评价方法体系研究

【摘要】 随着全世界的经济逐步向知识经济迈进,创造和运用知识开展创新活动成为了全社会人们创造财富和福利的主要手段。由于任何企业或者个人的创新活动都具有一次性、独特性和不确定性等现代项目的特征,因此人们的各种创新活动都需要按照项目管理的模式去完成。项目评价是确保项目科学决策、可靠完成的有利保证,其意义重大。 项目评价方法体系研究是基于项目评价方法问题的一般方式方法的研究。伴随着综合评价方法不断涌现,项目评价方法正在不断地被更新。但是新方法的出现,在充实评价手段的同时,也带来了合理选取的问题。如何在众多的方法中,根据项目评价系统的特征选取最为合理科学的方法成为了项目评价工作者的首要任务之一。评价方法论是指导评价实践的“灵魂”,西方评价方法论虽经历了三个主要阶段的发展,但依旧仍有很大的局限性。我国系统科学界的泰斗之一顾基发教授,结合自身毕生管理实践的经验提出的“物理—事理—人理”方法论,以其自身独特的优势,成为了世界上评价方法论的经典。该方法论的提出,可以有效地弥补西方方法论缺少系统性、灵活性的缺陷。本文以“知物理、明事理、通人理”为指导思想对现有评价方法进行优化、选择形成体系,指导具体项目评价实践活动。 其主要研究内容包括: 1.从项目评价方法论、项目评价理论、项目评价方法三个层次对项目评价的演进过程进行分析与简评。 2.根据评价的基本机理和功能分析,结合项目自身的特点,构建项目评价的功能模型;提出项目评价基本构成系统的概念,由此提出“评价系统确定评价方法”的理论设想,根据该理论对实际项目评价系统进行分析。 3.分析物理—事理—人理方法论在项目评价系统中的适用性问题,并构建“基于物理—事理—人理”方法论的项目评价过程模型。 4.从物理角度对项目评价过程中指标体系建立、指标选取、指标值确立的方法进行系统研究形成体系;从事理角度对权重确定的方法、项目综合评价方法进行选择、集成形成体系;从人理角度分析项目评价机理、构建项目评价人理模型。 5.依据未来决策支持系统发展趋势,对综合智能项目评价决策支持开发系统进行构想。
【Abstract】 Along with the economy of the world moving into knowledge-economy, innovating activities creating and applying with knowledges will become the principal mean for people to earn wealth and welfare. Innovating-activities accomplished by company or individual have some modern project characteristics,such as:exclusive,uncertain,unique,so all of the innovating activities should be completed according to the mode of morden project management. Project evaluation can ensure scientific decision-making and reliable completeness,therefore it is very important to the project managenment.The research on project evaluation method system is based on a common research of means and methods of project evaluation. With integrated evaluation methods gradually coming ,project evaluation methods are renewed. Althogh it expands methods used to evaluate projects, brings in a new problem of reasonable choosing them. How to choose the most reasonable one among so many methods according to the characteristic of project evaluation system has been a chief task to the evaluators. Evaluation methodology affects directly evaluation practices. Although evaluation methodology has gone through four stages in the western countries, it still exists some limitations. "WSR" has proposed by Gu Jifa,one Chinese academician, throuth all his managing practice in his lives. This theory is the best among these evaluation methodologies. This methodology can make up for the western methodology’s shortcomings of systematization and flexibility. The main idea of this paper is that using"know W, see S, understand R" as the guideline to choose evaluation methods,this course willbenefit to the practice of project evaluation.The research main contents of the article are as follows:1. The paper analyzes and comments on the history of project evaluation from three levels:project evaluation methodology, project evaluation theory, project evaluation method.2. According to the evaluation’s basic function, combining with project’s characteristics, the paper sets up a function model of project evaluation, puts forward a new concept of "basic structure system of project evaluation", and proposes a theory: "Evaluation system decides evaluation methods". At last, it studies the real project evaluation system according to this theory.3. The paper analyzes the adaptability of WSR methodology in the project evaluation system, builds a process model of project evaluation based on "WSR".4. The paper classifies the methods systematically among setting index system, choosing index, deciding the value of the index in the light of WuLi;discusses how to choose the methods of deciding the index value and integrated evaluation methods and set up a index system in the light of Shi Li;At last,it discusses project evaluation function and sets up a evaluation model by Renli.5. According to the future tendency of DSS, the paper advances a suppose of integrated-intelligent decision support system used to evaluating project.
