【摘要】 地方政府绩效评估,作为评价与改进地方政府绩效的一种重要工具,是现代公共管理研究的一个前沿课题,引起了世界各国政府及学术界的普遍关注和重视。推进地方政府绩效评估工作的全面发展,建立起完整规范的地方政府绩效评估体系,对于克服政府管理的瓶颈,推进政府管理体制创新,提高政府绩效等都具有重要的实践意义。 地方政府绩效评估体系是一个由评估主体、评估对象、评估指标、评估标准与评估方法等要素构成的有机系统。地方政府绩效评估指标体系构建是绩效评估的一项基础性工程。本文从概述地方政府绩效评估指标体系构建的理论基础:科学发展观理论、绩效管理理论、平衡计分卡理论入手,总结美国夏洛特市实施平衡记分卡的成功经验。然后,分析20世纪90年代以来,我国在构建地方政府绩效评估指标的过程中所取得的成就,揭示传统绩效评估指标存在的诸多弊端。在此分析的基础上,概括指标体系构建应该遵循目标一致性、客观公平性的普适原则和与时俱进、因地制宜、自上而下和自下而上相结合的特殊原则,引入战略管理工具——平衡计分卡,对平衡计分卡进行修正、整合后,用其构思地方政府绩效评估平衡计分卡的逻辑框架,在此基础上构建一套由政府业绩指标、政府成本指标、政府内部管理指标、政府学习与成长指标4个一级指标,13个二级指标,62个三级指标组成的具有时代特色的地方政府绩效评估指标体系,介绍地方政府绩效评估指标权重的确定,提出吸纳战略管理理念;建立弹性指标设计制度;成立专业、独立的评估机构;健全绩效评估指标的信息管理系统等四个方面的建议。更多还原

【Abstract】 The local government performance evaluation is one of new subjects of modern public administration research, and arose universal attention and recognition from governments and academes all over the world. Advancing the general development of local government performance evaluation and building an integrated and normative local government performance evaluation system are of great significance for breaking through the bottlenecks in government administration. They are helpful for innovation of the administration mechanism and improvement of government performance.The local government performance evaluation system is an organic system including essential factors such as evaluation subject, evaluation object, evaluation index, evaluation criteria, and evaluation method and so on. Constructing the index system of local government performance evaluation is a foundational project. The article outlines the rationale of constructing the index system of local government evaluation, and on the foundation of thoroughly promulgating the malpractices of traditional performance examination index, it analyses the general principles including unification, objective and equal and the special principles including historic, adjust measures to local conditions, from above to below and from bottom to top, which should be followed during constructing the index system of local government performance evaluation, presents the logical structure based on the Balanced Scorecard, then constructs the general index system in this foundation composed four first-level index(government achievement index, government cost index, government internal management index and government learning-growing index),thirteen second-level index and sixty-two third-level index, introduces the method how to mount the performance evaluation index weight, comes up with several suggestions, such as learning strategy management idea;establishing flexible index design system;building up the self-governed professional evaluation organization, enhancing the data management system of performance evaluation index and so on.更多还原
