ERP系统中工程成本控制的研究及应用

【摘要】 本文以云南华能澜沧江水电集团基建工程项目管理信息系统(YLCPMS)的设计与开发为背景,通过对工程项目管理思想、理论的研究和项目过程控制原理、流程以及方法的深刻理解,针对工程项目三大控制目标之一的成本目标,提出了一个符合我国水电工程项目建设实际应用的工程成本控制解决方案。在详细分析了方案中数据采集、业务管理、领导决策三个层次的业务流程的基础上,以合同和概算管理为依据,以挣值分析法为手段,设计实现了YLCPMS中的工程成本控制系统,使传统ERP的管理范围从生产、制造期扩展到了基建期。另外,在成本控制系统设计实现的基础上,提出了一种满足成本控制、财务分析、网络进度的工程项目综合控制模型——“三维模型”,并通过澜沧江工程项目管理系统的设计与实现,验证了模型的可行性与合理性。

【Abstract】 The article bases on the design and development of the Yunnan huaneng LanCangriver hydropower project management system, brings forward a set of cost controlsolution which is suitable for hydropower project construction application in Chinaaccording to the research of project management, theory and comprehension of theprinciple, flow and method of the project control. In the paper, it details the plan’sthree-hierarchy operation flow. They are: data collection, operation management,decision and put into practice by contract and budget management with Earned ValueMethod. It makes the management scope of traditional ERP extend from production termto basal construction term.Furthermore, it brings forward a three-dimension model which matches theintegrative control model including cost control, finance analysis and net schedulecontrol. And it validated the model’s feasibility and rationality when Yunnan huanengLanCang river hydropower project management system was applying.
