【摘要】 本文对科技项目后评价的理论进行了比较全面而系统的分析和探讨,探讨了评估方法的具体应用。在科技项目社会效益后评价的理论和方法方面,本文探讨的具体内容如下:根据项目周期理论和投资项目建设程序,“科技项目社会效益后评价”是指在科技项目投资完成后的一定时期内,由相关部门对该项目所产生的社会经济效益进行科学的、系统的、综合性的评价。其目的是总结经验教训,并通过及时有效的信息反馈,为项目实施运营中出现的问题提出改进建议,为未来的项目投资和提高决策管理水平提出建议等等。科技项目社会经济效益后评价的一般原则有权威性、独立性、客观公正性、科学性、实用性、透明性、反馈性以及定量评价与定性评价相结合以定量为主等。科技项目社会经济效益后评估的内容一般包括项目的技术经济后评价、项目的影响后评价以及项目的社会评价等方面。项目的技术经济后评价包括项目的技术后评价、财务后评价和经济后评价。项目的技术后评价主要是对工艺技术流程、技术装备选择的可靠性、适用性、配套性、先进性、经济合理性的再分析以及该科技项目对技术进步的作用、取得的专利和知识产权等;项目的财务后评价主要是进行项目的盈利性分析、清偿能力分析和外汇平衡分析;经济评价是以社会折现率为评判依据,从国家的整体角度来考察项目对国家的贡献以及需要国家为项目付出的代价,从社会经济资源择优配置的角度,确定投资行为的宏观可行性。项目的影响后评价包括项目的环境影响后评价和项目的社会影响后评价。环境影响后评价一般包括:项目的污染控制、对地区环境质量的影响、对自然资源的利用和保护、对生态平衡的影响和项目的环境管理五个方面;项目的社会影响后评价就是对项目在经济、社会和环境方面产生的有形和无形的效益和结果所进行的一种分析,分析的重点是项目对国家(或地方)社会发展目标的贡献和影响,包括项目本身和对周围地区社会的影响。社会评价是总结了国内已有的经验,借鉴了国外社会费用效益分析、社会影响评价与社会分析三种方法的经验设计的。它既分析项目对社会的贡献与影响,又分析项目对社会政策贯彻的效用,研究项目与社会的相互适应性,揭示防止社会风险。主要包括社会效益与影响评价和项目与社会两相适应的分析两方面。后评价的程序是通过项目调查和查阅资料等方法,全面了解项目各方面的信息,并在此基础上进行后评价分析,形成项目后评价报告。科技项目社会经济效益后评估的方法主要有逻辑框架法、有无对比法、层次分析法、因果分析法、综合评价法和项目成功度评价等。在对科技项目社会经济效益后评价进行了理论和方法分析的基础上,本文又以通信企业投资项目后评估指标体系的建立为例,分析了后评估方法在具体情况下的应用。文末对全文作了一个简要的总结。更多还原

【Abstract】 This paper makes a overall and systematic analysis and probe into the theory and application of science and technology project post evaluation, and discusses the application of the methods of post evaluation. The specific content is as follows:According to project cycle theory and investment project construction procedure, ’science and technology project post evaluation ’means that afer the completion of the project, some correlative departments make a scientific, systematic and comprehensive comment on the economic benefit of the project. The purpose is to summarize the experience, therefore help to solve the problems arising up during the construction of the project, by means of effective information feedback, and to improve the decision-making, method and tactics of the decision-makers, managers and erectors, so as to enhance the investment profit. The general principles of science and technology project post evaluation include: definitive, independence, impartiality and objectivity, scientific, practicability, transparence, feedback and the integration of qualitative analysis and quantitative analysis. The concrete content of project post evaluation includes economic technology post evaluation, project effect evaluation and social evaluation, etc. Economic technology post evaluation includes technology post evaluation, financial post evaluation and economic evaluation;project effect evaluation mainly deals with environmental and social effect of the project;social evaluation deals with social benefit and effect and adaptability of the project on the basis of foreign social fee benefit analysis, social effect evaluation and social analysis. The process of post evaluation includes project investigation and material consultation, overall comprehension of information of various aspects of the project, and then conducting post evaluation and forming the project post evaluation report. The main methods of project post evaluation include: logical framework approach, with and without comparison, analytical hierarchy process, cause and effect analysis, comprehensive evaluation and the degree of success analysis. After the analysis of the theories and methods of science and technology project post evaluation, this paper illustrates the specific application of the methods of science and technology project post evaluation, through the general study of the consrtuction of the comment index system in communication corporation.
