飞机型号研制项目管理成熟度模型研究

【摘要】 在国防工业发展的新形式下,西安飞机工业(集团)有限责任公司(以下简称为“西飞公司”)提出了将项目管理的思想和理念运用到飞机型号研制和生产当中去,目前已经完成了项目管理知识体系以及标准体系的应用,但在复杂多变的世界格局下要保证飞机型号研制成功的同时,需要缩短研制周期、降低成本、提高质量,这对飞机型号研制项目管理提出了越来越高的要求和需要。因此西飞公司需要建立一种持续改进和提升项目管理能力的新机制,以提高西飞飞机型号研制项目管理的能力。目前项目管理成熟度模型作为一种改进和提升项目管理能力的机制与途径是当前研究与应用的热点,项目管理成熟度模型的关键是确定能力等级的定义和关键过程域的确定。因此本文尝试将飞机型号研制项目与项目管理成熟度的理论相结合,探索飞机型号研制项目管理成熟度模型,以期为西飞公司乃至我国飞机型号研制企业项目管理能力和水平的提升提供一定的理论基础。 本文结合飞机型号研制项目的特点,构建适宜于飞机研制项目的项目管理成熟度模型,研究的重点是飞机型号研制项目管理成熟度等级的定义及相关关键过程域选择及其目标的定义,并针对飞机型号研制项目管理水平从低等级向高等级过度过程,对飞机型号研制项目管理过程改进进行探索,为飞机型号研制项目管理过程改进和管理水平提升提供一种方法。这为飞机型号研制项目管理提供一种机制,以促进提升项目管理能力有重要意义。更多还原

【Abstract】 Under new situation of defend industry, Xi’an Aircraft Industry (Group) Company Ltd (below shortened form "XAC") propose to utilize the project management thought and the idea to the airplane model development and the production, at present has already completed the project management knowledge system as well as the standard system application, but in the complex changeable world pattern to guarantee the airplane model development successfully, it is needed to reduce the development cycle, the cost, and improve the quality, therefore a higher request and the demand is proposed to the airplane model development project management. So XAC need to build to the new mechanism that is continuous improvement and the promotion project management ability, and improve the project management ability of XAC’s airplane model development project. The project management maturity model took one kind of improvement and the promotion project management ability mechanism and the way are the hot spot of the current research and the application Therefore this article bttempts to combine the airplane model development project with the project management maturity theory, explores the maturity model of airplane model development project management, provides certain theorical basis for promotion of project management ability and profession for XAC and the level promotion provides the certain rationale.This article unifies the airplane model development project the characteristic, and constructs suitably in the project management maturity model of the airplane development project. The research key point defines the airplane model development project management maturity ranks, the Key Process Area and Key Process Area goal. And aims at the airplane model development project management level from low grade to thehigh-grade excessively process improvement, provides one method for the airplane model development project management process improvement and the management level promotion.
