【摘要】 随着经济全球化的加速发展,各国工业化、城市化的不断深入,重大自然灾害、重大事故灾难、重大公共卫生事件和社会安全事件时有发生,新情况、新问题层出不穷。一方面,这些突发性公共事件都可能会造成巨大的人员伤亡和财产损失,必然需要大量的应急物资,来减少各类突发公共事件造成的人员和财产损失、防止事件危害程度的进一步恶化、加快灾后重建、加快恢复秩序和生产等。另一方面,虽然科技的发展提高了人们对灾害的预报能力,但是大部分的自然灾害、重大事故、公共卫生事件、社会安全事件都是难以预测或者预报时间与发生时间相隔很短,这些都对提供物资保障的应急物流系统提出了很高的要求。因此,对于应急物流系统的研究具有十分重要的现实意义。 目前对于应急物流系统的研究尚处于起步阶段,研究成果较少,针对这一现状,本文较为系统地对应急物流进行了研究。 本文从研究应急物流系统的理论基础入手,介绍了应急管理理论及现代物流理论,系统地介绍了二者的概念、特点、功能等相关知识,为下面的研究奠定了基础;其次,阐述了应急物流的概念和特点,探讨了应急物流系统的组织结构和职能,以及应急物流系统的保障机制和信息系统的构建;再次,本文研究了应急物流中心的选址问题,在总结现有选址方法的基础上,提出了综合AHP法和目标规划法的应急物流中心选址模型,并给出了实例予以验证;最后,研究了应急物流系统物资调度的问题,在已确定应急物流中心的地址的情况下,针对一次性消耗系统和连续消耗系统这两种不同的系统下的物资调度问题研究了具体的调度方案。更多还原

【Abstract】 With accelerated development of economy globalization, industrialization and urbanization of most country, serious natural calamity, accidents, public sanitation incidents and social security incidents happen occasionally, and new problems emerges endlessly. For one hand, these sudden public incidents could cause huge casualties and property losses, thus a large quantity of emergency materials would be needed to avert deterioration, reduce casualties and losses, facilitate the reconstruction and renew its manufacture. For the other hand , the development of science and technology improves the ability of predicting those incidents, a majority of serious natural calamity, accidents, public sanitation incidents and social security incidents are difficult to predict or the interval of their predicting time and happening time are too short, which lay high requirements to emergency logistics system. Therefore, the research on emergency logistics system is of great realistic signification.Beginning with the base theory of studying emergency logistics system, the paper introduces emergency management theory and modern logistics theory, including their concepts, characteristics and etc., it lays basis for further research. Then, the paper expounds the concept and characteristics of emergency logistics, and discusses the organization and function of emergency logistics system and how to construct the ensuring mechanism and information system. The fourth chapter studies the location problem of emergency logistics center. On the basis of summarizing existing methods, the paper put forward emergency logistics center location model ,which is combining the analytic hierarchy process and goal programming for location model of emergency systems, and prove it feasible with an example. Finally, the paper studies the problem of material dispatch of emergency logistics system. At the situation of existing emergency logistics center, the paper studies material transportation schemes aiming at two different system, one-time exhausting system and continuous exhausting system,and proves them with examples each.更多还原
