【摘要】 党的十六大提出了本世纪头二十年全面建设小康社会的宏伟目标,县域经济作为整个国民经济的重要组成部分,其未来的发展将在很大程度上影响全面建设小康社会的进程。因此,如何加快县域经济的发展,已经成为各级政府、经济学届最为关注的问题。改革开放20多年来,衡水市县域经济保持了快速增长的势头,但与全面建设小康社会的目标还有很大差距。衡水县域经济要如期实现全面小康,就要抓住机遇,加快发展,要从已有的基础和不断变化的宏观环境出发,以更宽的视野审视自身的优势和劣势,确立新的发展思路和对策,迎接更强、更激烈的挑战,实现县域经济发展新的跨越。本文全面分析了衡水市县域经济发展的现状、存在的主要问题,运用统计分析软件,采用主成分分析法对衡水10个县市的经济发展水平进行了综合评价。根据历史发展的轨迹,按照全面建设小康社会的要求,通过建立数学模型,对衡水市县域经济实现全面小康的进程进行了预测。同时,针对衡水市县域经济的优势、劣势及面临的机遇和挑战,提出了加快衡水市县域经济发展的政策建议。本文采用了宏观分析和微观分析相结合、定量分析与定性分析相结合的研究方法。在分析衡水市县域经济现状、机遇和挑战时,把它放在全国乃至国际的大背景下,进行客观平实的系统论述,同时注重从县域经济的微观因素着手,结合衡水实际提出了促进衡水县域经济发展的具体举措。本文利用大量的统计数据在对衡水县域经济的现状进行了定量分析的基础上进行了定性分析,并利用数学模型对各县市全面小康建设的进程进行了分析和预测,确立了衡水市县域经济发展的战略目标。更多还原

【Abstract】 The grand targets about all-round well-off society in first 20 years of this centurywere put forward by CCP during 16th NCCPC.The intra-county economy is aregional one which occupies large proportion in our domestic economy.Itsdevelopment in future will affect to a large extent the progress on all-round well-offsociety.How to develop intra-county economy has been concerned by all levels ofgovernments,especially by many local governments. Owing to the more than 20 years’practice of the opening and reforming policy, the county Economy of HengShui City has been developing quickly.But it has a very big disparity to compare with theall-round well-off society’s goal.If we want to realize all-round well-off society of thecounty Economy of Hengshui City,We should take the opportunity,speed up thedevelopment, base upon the foundation that has been there and the macroscopicenvironment that is changing continuously, to adapt ourselves to the new situation ofthe world economic integration, examine our own advantages and disadvantages froma broader perspective and come up with new thoughts and procedures fordevelopment so as to meet the tougher and severer challenges and bring the economicdevelopment of the the county of HengShui City into a new stage. In this text,the author thoroughly analyzes conditions and problems ofintra-county economy, using statistical analysis software and the principalcomponents analytic method to carry on the quality synthetic evaluation to 10counties economy level of development.Based historical development ,according toall-round well-off society’s request, the mathematical model has been used to analyzeand forecast the progress on all-round well-off society of the county Economy ofHengShui City.Meantime,on the basis of advantages and disadvantages, developmentopportunities and challenges about intra-county economy,development suggestionsabout how to increase the intra-county economy are provided .The methods that the text adopts to argue are macroscopic analysis combinedwith microscopic analysis, quantitative analysis combined with qualitativeanalysis.When analyzing the present situation,the opportunities and the challenges ofthe county Economy of HengShui City development,the text puts it in the national oreven the international background and has an impersonal,plain and systematicaldiscussion.The concrete measures the text puts forward focus on the microcosmicfactors of the county economy. The text is used the massive statistical data to carry onthe qualitative analysis,based on the quantitative analysis of the Hengshui Countyterritory present economy.
