【摘要】 随着我国改革开放和现代化建设步伐的不断加快,工程建设投资领域发生了巨大的变化。当前,在由计划经济向市场经济转轨过程中,政府投资已经从竞争性投资领域逐渐退出,转而充分发挥政府职能,转向非竞争性和非排他性的“公共物品”投资领域。这一转变趋势,给我们带来了如何控制“政府工程”投资,以发挥政府投资最大效益的新课题。本论文共分四章。第一章政府工程投资控制概论,主要讲述关于政府工程投资控制的主要理论;第二章政府工程前期投资控制,主要讲述工程前期决策和设计阶段投资控制的方法;第三章政府工程后期投资控制,主要讲述工程后期采购招标和施工阶段投资控制的技术手段;第四章,政府工程投资失控分析,主要讲述投资失控理论以及为达到投资控制目标,提高政府投资效率,在政府管理体制和信息技术层面上的改革设想和探索。本论文通过对政府工程投资控制领域的研究,一方面在微观层面上总结了多年工作实践,提出控制投资的手段、方法和途径;另一方面在宏观层面上,对政府工程建设管理体制进行了分析和评价,提出四个方面改革设想:第一,加强培育政府采购市场;第二,对政府现行审批制度进行改革;第三,在建设投资领域各参与主体之间建立信息沟通平台;第四,对政府职能体系配置进行调整。更多还原

【Abstract】 With continuously acceleration of the reform and open policy and modernization, ahuge change has taken place in the field of project constructing investment. At present, inthe transforming process from planned economy to market economy, investments of thegovernment has withdrawn from the competitive investing field and entered thenoncompetitive and nonexclusive investing field of “public goods” with fully exertion ofgovernment functions. This changing trend has put a new research topic before us on howto control investments of “government projects” in order to bring the benefit ofgovernment investments into full play.The thesis consists of four chapters. The first chapter: general theory on investmentcontrol of government projects, chiefly introducing the main theories on investmentcontrol of government projects;The second chapter: The primary stage of investmentcontrol of government projects, mainly introducing the decision-making in the primarystage of projects and measures of investment control at designing phase;The third chapter:the latter stage of investment control of government projects, basically introducing thepurchase and public bidding of projects in the latter stage and technical means ofinvestment control at constructing phase;The fourth chapter: analyses on investmentout-of-control of government projects, principally introducing the theory of investmentout-of-control and reformation ideas and research on management system andinformation technology of the government for achieving the purpose as well as improvingthe efficiency of investment control.The thesis, through the research in the field of investment control of governmentprojects, summarizes the working experiences for years and puts forward the means,measures, and ways of investment control at micro-angle on one hand;On the other hand,analyzes and evaluates the management system of government projects and proposesreformation ideas at macro-angle on four sides: firstly, strengthening the cultivation ofgovernment purchase market;secondly, reforming the current governmental examinationand approval system;thirdly, building information communicating platform among theparticipators in constructing investment field;fourthly, adjusting the allocation ofgovernmental function system.更多还原
