【摘要】 EPC工程总承包模式是近十年来国际上逐步发展起来的一种工程承包和管理模式。它适用于价格固定、工期固定,由承包商承担所有设计、采办和施工工作的工程项目,在实践中有着广泛的应用前景。本文首先从总体轮廓上概述了EPC工程总承包模式的定义、发展背景以及国内目前的EPC管理水平和国外的差距。之后,本文分别对EPC总承包模式项目管理要点、EPC过程管理、PMBOK在EPC中的应用、EPC项目的HSE管理几个方面作了比较深入的研究。针对目前EPC模式还处在实践中不断摸索阶段,本文从理论上对其实施项目管理的要点做出了说明;针对工程总承包商要在合同范围内对工程的设计、采办、施工、质量、工期、造价等要素负责,同时项目各个阶段要进行衔接和交叉,加大了承包商的风险,本文提出了如何对创造项目产品的过程实施管理;PMBOK(项目管理知识体系指南)一书揭示了项目管理的基本规律,收集并阐明了项目管理领域那些已经被普遍接受的实践、工具和技术,本文探索了PMBOK在EPC工程总承包项目管理中的应用,对提高EPC工程总承包项目管理水平有实际的指导意义;随着我国加入WTO,大量国外资金涌入,中外合资项目日益增多,一种全新的安全管理理念——HSE(健康安全环保)管理出现在我们面前,因此本文也探讨了在EPC模式项目管理中如何进行HSE管理,有一定的实用价值。最后,笔者根据自己实际的工作经验,总结了一个EPC工程总承包项目全过程管理的案例。更多还原

【Abstract】 EPC for overall project-contracting is a new type of construction contracting andmanagement mode formed during the last 10 years. It is recommended for projects,where a higher degree of certainty of final price and time is required, and thecontractor takes total responsibility for the engineering, procurement and constructionof the project.Firstly, the writer described the definition, background, the differences betweennational and international of EPC for overall project-contracting.Secondly, a further study was carried out for the gist of project management for EPCfor overall project-contracting , EPC process management, PMBOK’s application inEPC and HSE management in EPC project. In view of the elementary phase of EPCmode, the writer gave the explaining in theory how to manage in EPC project. In viewof the contractor had the total responsibilities for engineering, procurement,construction, quality, time and cost within contract, and phases crossed each other intotal project , all this enhanced the risks for the contractor, so the writer had aexplaining how to manage to the process creating production. PMBOK disclosed thebasic rules of project management, collecting and clarifying the practices, tools andtechnologies in project management field which were accepted broadly, the writerexplored its application in EPC project which having the actual meaning forimproving the levels in project management. Along with our country joined WTO anda great lot of investments and projects entering , a new type of safety managementtheory—HSE appearing , hereby, the writer also explored how to HSE management inEPC project which having an useful value.Lastly, the writer concluded a real case and analyzed it basing his work experiences toshow the management gist in EPC project.更多还原
