【摘要】 在国家实施西部大开发战略的背景下,作为西部区域性中心城市贵州省会——贵阳,为抢抓机遇,市委、市政府作出了启动和加快金阳新区建设步伐的重大部署,笔者认为:贵阳市要成为西部大开发重要的区域中心和重要增长极,关键在于金阳新区的建设。金阳新区作为贵阳市总体规划确定的为疏散中心区人口、提高中心区环境质量及基础设施服务水平、完善中心区功能的城市拓展新区,应以行政办公、居住、文化、科研和高科技产业为主的新区,应建成高起点、高标准规划的园林式、生态式、可持续发展的循环经济新区。本文以贵阳市金阳新区开发为例,运用城市增长理论、土地经济学理论、区域经济空间结构理论、城市经营理论作为本课题研究的理论基础,以实地调研所获得的研究区域新区开发建设的程序与模式为实证基础,根据课题研究目标,结合贵阳市金阳新区开发的实际,从新区开发论证分析,金阳新区开发模式研究及新区开发运作的理念、运行模式、新区开发的空间结构模式等方面出发,对金阳新区的开发建设作了研究。其中在对贵阳市新区开发的必要性分析中本文借助了社会物理学的“社会燃烧理论”。本文还通过对贵阳市中心城区现状的分析,提出了解决贵阳目前存在主要问题的规划构思,以促进金阳新区的规划建设,使金阳新区能快速、稳定可持续的发展,提高贵阳的城市化水平,使之成为西部区域的重要中心城市和重要增长极。更多还原

【Abstract】 In our state put into practice the greatly development strategy background ofwestern of china , as the capital of GuiZhou provincial in the local area center city ofwestern region –GuiYang, in order to grasp the opportunity, make to start and speedthe important deployment of the JinYang new area construction step by municipalparty committee and municipal administration. The article think: GuiYang city wantsto become the important regional center and the significant increasing class during thegreatly development of western region, the key lies in the construction of JinYangnew area. JinYang new area according to the total planning determine in GuiYang cityof expand the new area for the city that evacuate the center inhabitant, improve thecenter area environment quality and infrastructure service level, perfect center areafunction, should set up the main new area with administration work, live, culture,science and research, and the high technology industry, and should set up thecirculatory economic new area of sustainable development with the park type,ecosystem type of high staring point and high standard planning.The article is to take development of JinYang New Area of GuiYang city as anexample, making use of the city growth theory, land economics theory, regionaleconomic space structure theory, the metropolitan management theory, actions thetheories foundation that topic research, with the research region that on-the-shopinvestigation get the new area development procedure and model of the constructionfor the substantial evidence foundation, according to the target of the study topic,combine the JinYang new area development of GuiYang city with practice, from newarea development argue and analysis, JinYang new area development patternresearch and the area development the principle of the operation, circulate pattern, thespace structure pattern etc. that aspect setting out, to development construct ofJinYang new area made the research. Among them, in to the necessity analysis of newarea development in Guiyang city, the article with the help of “social burnable theory”of the social physics.The article still passes the present condition analysis of center area of GuiYangcity, putting forward planning conceive to solve the key problem currently that existsin GuiYang city, to promote the planning construction of JinYang new area, makingJinYang new area fast and stability sustainable development, raise city level ofGuiYang city, make it become western region the important center city and significantincreasing class.更多还原
