【摘要】 随着社会的发展,信息作为一种重要的资源,起着越来越重要的作用。公共信息资源是一切产生于政府内部或虽然产生于政府外部但对政府活动有影响的信息资源的统称。信息社会中,信息的自由流动是整个市场机制的基础,信息就如同空气一样不可或缺。由于政府总以某种方式与人们的工作和生活的每一方面直接或间接相联系,因此,其总量常常多惊人,甚至达到无法计数的地步。目前各级政府部门大约集聚了全社会信息资源总量的80%。这些信息资源还常常比一般的信息资源更有价值,质量和可信度也较高,直接关系到国民经济与社会发展的状况和水平。如何加强管理、综合开发和有效利用这些资源已经成为各级政府工作的当务之急,也是一个值得研究和探讨的新课题。 本文以公共经济学中,公共物品理论为基础,结合宪政理论,阐述了政府作为公共信息资源服务主体的成因。通过分析公共信息资源这一公共物品的属性及特征,并结合近二十年来,信息服务热点模式,在对公共信息服务模式选择影响比较大的因素来进行分析讨论的基础上,构建出三种公共信息资源服务模式的基本框架。在此基础上,结合实例,应证三种模式在现实社会中的运行发展情况,针对公共信息资源服务存在的安全隐患问题及其所带来的负面影响,提出一些政策建议,最后指出公共信息资源服务对建设公共服务型政府的启示和前瞻。更多还原

【Abstract】 With the development of society, information, as one kind of important resources, plays an important role in the process of social development. In various kinds of information resources, public information resource is a special kind. It is a general designation for the information resource, which is produced interior or exterior of the government and takes effect to the activities of the government. In the information society, information is likes the air, which is indispensable for human beings. The free flow of information is the foundation to the whole market mechanism. The government has the direct or indirect connections to people’s working or living in some way. Therefore, the amount of information in the government is amazing. In some extent, it is hard for us to calculate. According to the statistics, at present every level government departments have assembled almost 80% of amount of society’s information resource. This information is more valuable than some generic information. What’s more, it is usually with the high quality and reliability. It directly affects the status and levels of nation economy and the development of society. How to manage and take effective use of this resource has become the urgent work of all levels of governments. It is also a new field deserved us to studyBased on the public goods theory and the theories of constitution and politics, this paper expounds the cause of the government as the main body for the service public information resource. It analyzes the property and characteristic of the public information resource. Through discussing the popular technologies used in information services, and the big factors to the service of the public information resource, the author constructs three kinds of modes for the service of public information resource. In combination with the situation in the real world and considering the problems of information security and the negative effection to the society, the paper brings forward some suggestion.
