基于Web Service的GIS系统集成研究与应用

【摘要】 Web Service技术的发展,为传统电子政务的发展提供了新的机遇。它改变了电子政务中数据及信息的获取、传输、发布、共享、应用等的过程和方式。GIS在电子政务中的应用,形成了电子政务GIS的专门研究和应用领域。根据国内外信息专家的统计分析,政府机关的综合业务管理和辅助决策活动80%以上与地理空间定位和空间辅助决策相关。基础地理数据作为国家信息资源的重要组成部分,是其它社会统计数据的信息载体和空间定位平台。因此,以GIS为代表的测绘高新技术已经成为国家信息化和电子政务建设的核心支撑技术。论文首先对系统集成理论,地理信息系统,Web Service技术等相关理论进行深入研究。之后,对目前信息化的热点领域电子政务及其相关理论展开讨论,并分析了基于Web Service的GIS在电子政务建设中的作用及优势。在此基础上,集中对GIS系统集成的理论等关键技术进行了具体的研究。然后,探讨了Web Service技术在GIS数据和功能共享方面的优势,提出了基于Web Service的GIS集成的模型体系结构、基本数据流程以及操作体系结构框架。最后,将模型应用于具体开发实例中,设计并实现了“漳浦县林政管理信息系统”,验证了模型的可行性。论文通过对GIS服务的定义、发布、发现、绑定、调用等机制松散耦合的集成,为互联网上GIS数据和功能共享提供了一种可借鉴的模型结构。

【Abstract】 As the development of Web Service technology, it has provided a new opportunity for the traditional electron government affairs. It changed the data and the information’s process of being gain, transmission, issue, sharing, application, and so on in the electronic government affairs. It has formed a specially research and application domain which GIS is applied in the electronic government affairs. According to the domestic and foreign information expert’s statistical analysis, the governmental agency’s comprehensive business management and the assistance decision-making take part of 80% of the geography space orientation and the spatial auxiliary decision-making system. As an important constituent of the country’s information resource, foundation of the geography data is also other society’s statistical information carriers and space orientation platform. Therefore, mapping high technology has already become the core strut technology of the national information and the electronic government affairs construction. First, the dissertation conducted a thorough research about the system integration theory, the geographic information system, Web Service and so on. Afterwards, the dissertation launches a discussion to the present hot spot domain -electron government affairs and it’s correlation theory, analyzed it’s function and superiority at the electronic government affairs which GIS is based on Web Service. In this foundation, it concentrated to the essential technology -GIS system integration theory, and conducted a concrete research. Then, the dissertation discussed the superiority which Web Service technology was used in the GIS data and the function sharing fields, it proposed a new GIS integration model structure which was based on Web Service, it also proposed a new basic data flow, as well as a operating system structural framing. Finally, the present paper applies the model in a concrete example, designed and has realized "the Zhangpu County forestry administration management information system", at the same time, it has confirmed the model’s feasibility. Through the integration to the GIS services, the dissertation has provided a model structure which one kind may profit from.
