【摘要】 循环经济是一种全新的经济发展理念,发展农业循环经济就是把循环经济的基本原理应用于农业系统,找到实施农业可持续发展战略的根本途径、实现形式和技术措施。农业是国民经济的基础,农业的可持续发展是人类社会和经济可持续发展的基础,但农业循环经济在理论研究和实践推广中却没得到应有的重视。实际上,当前在我国发展农业循环经济,不仅具有相当的必要性和紧迫性,还具有现实可行性。扭转农村资源短缺、生态环境恶化的局面,突破农产品国际贸易壁垒,解决“三农”问题,贯彻和落实科学发展观乃至全面实现小康社会客观上都要求我们改变农业发展模式,发展循环经济。不仅如此,在我国发展农业循环经济,还有着深厚的思想基础和相当程度的理论、技术和经济可行性。农业循环经济的范围包含但不限于农业本身,它是一个系统工程,要求在三个维度上去构建其产业体系,即农业内部的循环、农业与其它产业之间的循环和农产品消费过程中和消费过程后层次的物质和能量的循环。三个层次的循环都不可偏废。本文在探讨了农业循环经济的发展模式之后,重点分析了我国农业循环经济的法律建构和政策选择,认为应从“修订现有法律,注入循环经济的理念和内容”和“制定农业循环经济法律、法规和规章”两方面着手构建我国农业循环经济法律体系,并提出了《循环农业法》的立法构想;同时,认为要根据农业循环经济的要求,及时调整、转变我国的农业科技、经济、教育、消费、绩效考核等政策,引导和推动农业循环经济的发展。更多还原

【Abstract】 Recycling economy is a kind of brand-new idea of economic development,developing agricultural recycling economy is to apply the basic principle ofrecycling economy to the agricultural system, find the basic way, the way ofrealization and technical measure to implement the strategy of agriculture’ssustainable development.Agriculture is the foundation of the national economy, the sustainabledevelopment of agriculture is the foundations of the human society and economy’ssustainable development, but agricultural recycle economy has not got enoughattention in theoretical research and practical Popularization. In fact, developingagricultural recycling economy in our country at present, not only have necessityand urgency to a great extent, but also have realistic feasibility. Turning back ruralresource shortage and situation of ecological deterioration of the environment,break through the international trade barrier of agricultural products, solve "threeagricultural" problem, carry out “scientific development” view and even realizewell-off society in an all-round way objectively demand that we change theagricultural development model, and develop recycling economy. Moreover,developing agricultural recycling economy in our country, there are deep thoughtbasis and theoretical, technical and economic feasibility.The range of agricultural recycling economy includes but not limits toagriculture, it is a systematic project, request to establish its industrial system inthree levels, that is the circulation inside agriculture, the circulation betweenagriculture and other industries and the circulation of the material and energy inand after the process of consumption of agricultural product. The circulation ofthree levels are all important, and we can not ignore any aspect.After discussing the development model of agricultural recycling economy,the author put emphasis on the analysis of law construction and policy choosing ofagricultural recycling economy, thinking that we should set up the law system ofagricultural recycling economy in two sides, that is “revising existing law, pouringinto the principle and contents of recycling economy” and “establishing laws andregulations of agricultural recycling economy”, the author also put forward theconception of legislation of "recycling Agricultural Law";At the same time, theauthor thinks that we should adjust our agricultural policy, such as scientificpolicy, economic policy, educational policy, consuming policy, achievementsinspecting policy, and so on, according to the request of agricultural recyclingeconomy in time, leading and pushing the development of agricultural recyclingeconomy.更多还原
