网络安全工程的实践与研究

【摘要】 近年来,电子政务已经成为世界各国各地区政府机构追求的目标和关注的焦点。电子政务涉及对国家秘密信息和高敏感度的核心政务的保护,涉及到维护公共秩序和行政监管的准确实施,涉及到为社会提供公共服务的质量保证,因此网络安全工程成为电子政务系统中必不可少的组成部分。可以说,政府网络建设的成败取决于网络安全措施是否完备、有效,以及这些安全措施和手段是否能与网络和应用提供的功能有效结合,即达到有效防御又能充分发挥网络系统快捷、便利的特性。 本文以国家某部委信息网络系统建设为背景,结合国家对电子政务系统建设的政策要求,运用信息安全框架理论,对某部委网络系统的安全目标、安全需求、安全策略进行了分析,提出了网络安全建设的总体设计方案,详细论述了几个安全子系统的解决方案,介绍了安全工程的基本功能和工程各阶段的任务,并讨论了安全管理和安全工程实施中的几个问题。

【Abstract】 In recent years, E-government has became the aim and focus which was seeked by the countries and regions government apparatus all over the world. The protection of Country’s Secret information and greatly susceptible nucleus, the accurate implementation of public sequence and administrative supervises and the quality guarantee provides for the public service have involved in E-government, So the Computer Network Security Project has became the absolutely necessary component part in E-government. We can say, the success or failure of governmental network construction depends on whether the measure of Network Security Effective and complete, the network security measure could combines with the function provided by network and application well, that is come up to the features both defence effectively and nimble and convenient developed by network system.This passage utilizes background of a certain Ministries of Commissions’ information network system Construction , dealing with the policies and requirements in E-government, making good use of Information Security framework theory, analysing the network system of a certain Ministries or Commissions’ Security aim, security demand, security tactics, putting forward to the overall design plan of network Security Construction, Expounding some detailed schemes of Security Subsidiary system, introducing the basic function and the project task in different stages and discussing some problems in security management and security project implement.
