【摘要】 产业结构作为决定经济增长的一个重要因素,其调整和变动直接关系到一个国家或地区能否保证经济持续快速发展、最终实现全面小康社会的宏伟目标。在国内外产业结构变化的趋势下,如何抓住机遇,促进武汉市产业结构优化和升级,是本文着力研究和探讨的问题所在。基于上述考虑,本文先分析了目前国内外产业结构调整的一般趋势,然后对武汉产业结构的现状和存在的主要问题进行整理和描述,最后在此基础上提出了“十一五”武汉市产业结构调整的对策和基本建议。本论文共分为六章。第一章为绪论,介绍了论文内容及行文思路,通过对产业结构演变规律和主导产业演变机制等基本概念的界定和基本内涵、基本理论的分析,阐明产业结构调整的理论依据。论文接着分析了目前国内外产业结构变化的趋势:国际产业大转移和东部发达地区对资源的固化,以及在这个背景下武汉市产业结构调整的要求,即积极融入全球产业链,实施反梯度推进工业化战略。同时进一步描述了武汉市当前产业结构的特点,包括农业比重相对较大,工业结构偏重、老化,服务业市场化程度不高、竞争力不强等,并以此为基础,提出了“十一五”武汉市产业结构调整的总体思路、原则、目标和主导产业的选择。论文第五章提出了产业结构调整的主要内容和具体步骤,其中包括对武汉市十五个行业的调整分析。产业结构调整中政府行为的逻辑起点是提高市场效率,在论文的最后部分,作者结合武汉实际,从完善制度建设、改进政府服务等方面提出“十一五”期间产业结构调整的政策措施。更多还原

【Abstract】 The adjustment and fluctuation of industrial structure, an important factor for economy increase, directly relate to weather a nation or region can guarantee the economy keeping on the fleetness develop, and realize social grand target in middle-class family completely. With the trend of inside and international industrial restructure, how to hold tight the opportunity, promote the industrial structure in Wuhan to higher grade, is a problem placed in this paper to discuss and study. According to above consideration, this thesis takes the first step from the present trend embodied in the adjustment of industrial structure, then analyzes the present stage of Wuhan’s industrial structure and presents the problems in the existing industrial structure, at last puts forward the countermeasures on industrial structure adjustment and basic suggestion in the eleventh five-year plan. Divided into six chapters, this thesis is about 45,000 words. Chapter one introduces my article, shows the outline of the paper。It clarifies what is theories of the industrial structure adjustment according to the defines of the basic concept with basic content analyses and theories about the evolution of the industrial restructure and leading industry. Chapter two presents the current surroundings,international industry transfer and resource solidification in relatively developed regions, and demands in Wuhan’s industrial restructure that comprise a positive participation in global industrial chains and an anti-grads policy. There is a description of characteristics of industrial structure in chapter three, including higher proportion in the first industrial, heavy industry weighing in the second industrial, less market-oriented and limited competition in the third industrial. Chapter four is based on it and presents totally thoughts, principles, goals and leading industries of industrial structure adjustment. Chapter five expresses the main contents and concrete steps in industrial structure adjustment, including analyses of fifteen main industries in Wuhan. The purpose of government’s conduct is to promote economical efficiency in market. The last part of this thesis, joining together Wuhan’s actual, brings forward the relevant policies and measures needed in industrial structure adjustment during the eleventh five-year plan, involving institutional factors and government services.更多还原
