【摘要】 国家大学科技园的建立,是我国为发展高技术产业做出的一个重要战略选择,近几年来有了长足进展。目前国内有不少学者对大学科技园的运行机制都进行了理论探讨,国家也对大学科技园的理想功能定位进行了明确阐述。然而,在现实运行当中,大学科技园却出现了种种与理想定位相违背的情况。 本文主要运用利益博弈的分析方法,对大学科技园各利益相关主体的行为进行研究,认为大学科技园现实运行机制的形成是由园区各利益相关主体间博弈关系所决定的。本文所分析的大学科技园利益相关主体主要有五个:国家部委、地方政府、大学科技园公司、大学科技园所依托大学和企业。为了简化博弈分析模型,本文主要在两两利益主体间进行利益博弈讨论。在探讨完大学科技园现实运行机制的形成后,本文继而分析大学科技园的运行现状与理想目标之间存在差异的因素。这些因素,除了前面所探讨的大学科技园各利益主体问的关系结构与利益博弈外,还包括风险投资体系不完善,国家科技部定位存在偏差和政策支撑条件不到位等等。最后,针对上述这些因素,本文提出相应的政策建议。 本篇论文共分为七个章节。第一章是绪论,介绍研究的背景、问题、概念界定和技术路线。第二章为相关研究文献综述。第三章探讨国家对大学科技园的理想目标定位,以及国内学者研究得出的大学科技园理想运行机制。第四章为大学科技园的现实运行机制分析。第五章分析导致大学科技园运行现状与理想目标之间存在差异的因素。第六章对实地调研访谈的一个国家大学科技园的运行机制及其形成过程进行案例分析。第七章也是本文的最后一章,对国家大学科技园未来发展提出政策建议。更多还原

【Abstract】 The foundation of the State University Science Park is one of the import strategic choices that our country has made for the development of high-tech industry, and for recent years it has made great progress. Nowadays, many researchers have done studies on the mechanism of the State University Science Park, and the country has clearly defined the position and function of the State University Science Park. However, in fact, the State University Science Park has operated in the opposite way to the ideal object.The article has studied the behaviors of the benefit-related units of the State University Science Park using the gaming method, and has regarded the formation of the mechanism of the State University Science Park is due to the relations among all the benefit-related units of the Science Park. There are five benefit-related units analyzed by the article: The Ministry of Science and Technology, the local government, the University Science Park Company, the University, and the enterprises. In order to simplify the model of the gaming, the article mainly discussed between two of the five benefit-related units.After discussing the formation of the mechanism of the State University Science Park, the article continue to analyze the factors that result in the difference between the realities of the Science Park and the ideal object of the Science Park. All these factors, included the relations among all the benefit-related units, the uncompleted venture capital system, the over-ideal object defined by the Ministry of the Science and Technology and the lack of policy support. At last, the article gave some advice on the policies of the State University Science Park.This article is divided into seven chapters. The first chapter introduced the background、 the question、 the definition and the technical route of the research. The second chapter is the overview of the literature. The third part discusses the ideal defined object and mechanism of the Science Park. The fourth chapter analyzed the real operation mechanism of the Science Park. The fifth chapter analyzed the factors that result in the difference between the realities of the Science Park and the ideal object of the Science Park. The sixth chapter is an example of a real State University Science Park that I interview. The seventh chapter which is also the last chapter, gave the advice on the policies of the development of the State University Science Park.更多还原
