中国电视产业化研究

【摘要】 电视业作为我国的一个特殊行业,长期以来一直采用“国办党管”的事业化管理模式,片面强调其政治属性和喉舌功能,而其具有的经济属性和产业功能没有得到应有的重视和开发。 尽管近几年我国的电视业进行了产业化改革,特别是国家对电视业实行了集团化运作,如“网台分离”、“台台合并”等。但中国的电视业仍具有行政本位的特点,没有完全摆脱旧体制的束缚。贪大图多,粗放式经营普遍,管理效率低下。尤其是以行政区域为基础的社会组织形式、层级制的体制结构和相互分割封闭的状况依然存在,使得媒介资源无法通向市场实现优化配置,导致我国的电视产业走向了尴尬的境地。另外,中国的“入世”,使整个社会形态更加开放,电视业不可避免地面临来自国外跨国传媒集团的冲击。 本文通过对湖南广电产业化进行分析,结合电视产业经营实例和当前面临的现状,得出我国电视产业经营的可行性分析结果,对电视产业未来发展的基本态势做出科学预测。最后,基于理论和实证的分析,有针对性地结合国情对中国电视产业的发展,在思维和管理模式、生产和经营模式等方面提出可行性建议和发展策略。

【Abstract】 TV industry which is very special in China has always been managed and controlled by Chinese government since it is founded. It only pay attention to politic and give service to it’s polity. Therefore, Chinese TV industry that has economical attribute and industry function by nature does not operate normally.Chinese TV industry that has been reformed during years still is under governed by the old system even though many TV stations become new groups which keep their eyes on quantities of TV programs and disregard quality, specially, It exist yet nowadays that TV social organization forms are based on administrative areas, level of system frames and the situation of close themselves. As a result, TV resources can not enter into the market and bring about an embarrassed circumstances. In addition, the whole society is more opening than before because China has entered WTO. So, Chinese TV must reform themselves completely which will be buffeted by foreign TV groups and domestic media.The thesis gets a result about TV industry in China through studying the industrialization of HuNan broadcasting group and make scientific forecast. In the end, we come to in conclusion that excellent suggestions and splendid strategies are being advanced under the special situation of our country in the thesis such as advanced thought, strict rules, normative running and so on.
