【摘要】 继“科学发展观”之后,中共中央提出的“构建和谐社会”的理念是我们党对中国特色社会主义理论的进一步丰富和发展,是我国经济社会发展的新的战略指导思想。我国在经济、社会发展过程中所遇到的一系列矛盾和问题催生了“构建和谐社会”理论的诞生。提出构建和谐社会就是为了解决这些矛盾、问题,使经济社会发展走上协调运行的轨道。和谐社会的基本目标主要是:经济社会的协调发展;人与自然的和谐共存;社会的公平正义;人的全面发展。 作为将科学技术迅速转化为现实生产力的基本途径,技术创新也是和谐社会构建的基本动力。构建和谐社会需要重新审视技术创新的作用,树立新的技术创新观,需要技术创新的生态化。与传统技术创新相比,生态化技术创新力图克服传统技术创新的内在缺陷及实践负效应,转向追求构建自然生态和谐系统和社会和谐系统,追求人的全面发展,以多目标、协调发展、和人本为原则。它在内涵、原则、目标上体现了与和谐社会要求一致的契合性,这就决定了它是建设和谐社会的具体手段和有效途径。它对和谐社会建设的作用具体表现为:为和谐社会奠定坚实的物质基础;激发社会活力、促进社会公平正义;实现人与自然的和谐;推动人的全面发展。 发挥生态化技术创新推进和谐社会建设的作用就必须有效实施生态化技术创新。本文从强化政府职能;完善企业生态化技术创新体系;发挥社会公众的作用三个方面提出了成功实施生态化技术创新的基本对策。更多还原

【Abstract】 "Building the harmonious society" is the new strategic guiding ideology for our nation’s social and economic development. At present, the reality background of the theory "harmonious society" is: the presently contradiction and problems which happened in the process of driving socialist modernization with Chinese Characteristics. Building the harmonious society is aimed at the above series problems and contradiction, so its destinations are: the harmonization between social development and economic development; the harmonious relationship between human being and the nature; the fair, justice of society; the human’s comprehensive development."Technology innovation, as the basic way that turns quickly the S$T into reality productive forces, is the basic driving force to building the harmonious society. Building the harmonious society need to analysis the function of technology innovation, to set up new theory of technology innovation and eco-technology innovation. Compared with the traditional technology innovation, eco-technology innovation overcomes the intrinsic flaws to the theory of traditional technology innovation and the disutility in practice; it seeks the human’s comprehensive development, whose principles are: multi-destinations; harmonization and human’s comprehensive development From the goal, the connotation, the principle, eco-technology innovation manifests an intrinsic union which consistent with the request of "Building the harmonious society", which decides it will be the basic way and valid method. Its functions embody the following aspects: it will settle a solid economic ground for "The harmonious society"; It will arouse the society’s vigor, promoting the society’s fair and justice; It will realize the harmonization between the human and nature; It will drive the comprehensive of human being.The implement of the eco-technology innovation in our country must in view of scientific view of development. We should implement from three aspects: perfects the national innovation system’s function; set up the enterprise’s eco-technology innovation mechanism; gives play to the social public’s function.更多还原
