我国企业人力资本投资的演化分析

【摘要】 现阶段我国,企业人力资本投资需求极其强劲,而企业人力资本投资供给严重不足,对于这种现象,现有的人力资本投资理论难以对其进行解释。本文运用演化经济学对我国这一经济体制转型阶段的这种经济现象进行理论分析,并通过事实数据对其进行检验。 首先,本文运用演化动力学中的耗散结构和自组织理论,对二十多年来我国企业的劳动力配置方式进行了演化分析,认为我国的企业劳动力配置方式是从依靠低级有序的国有企业内部劳动力市场到由依靠国有企业、私营企业、外资企业等组成的无序企业劳动力市场的演化过程,它将有可能自组织发展到依靠高级有序的企业内部劳动力市场和企业外部劳动力市场。然后,在企业劳动力配置方式演化变迁的基础上,企业自身、与企业有关联的其它组织以及企业的外部环境这三个因素的相互作用,形成了企业人力资本投资惯例的演化模型。本文在这一演化分析基础上,将企业人力资本投资分为“内部配置”和“外部竞争性配置”模式,可以解释现阶段我国企业人力资本投资严重不足这一现象。其次,本文分析了改革开放以来我国企业劳动力市场的变动历程,在此基础上,对传统计划经济体制时期、向现代市场经济体制转型时期的企业人力资本投资现状,对向现代市场经济体制转型时期的国有企业和非公有企业人力资本投资,都分别进行了比较检验分析,对于现阶段,企业人力资本投资的新特征也进行了描述。通过对事实数据进行比较检验,均证明了运用演化经济学可以很好的解释我国经济体制转型时期企业人力资本投资严重不足的现状。最后,本文提出了几点加速经济体制转型,促进企业人力资本投资的政策建议,包括:逐步提高经济系统的开放性、加快国有企业体制改革、维持企业之间的非线性相互作用、促进企业形成以“专用性人力资本”为特征的内部配置模式、引导企业在合作的基础上进行竞争、提供有利于企业人力资本投资的外部环境,并给出了具体的可行的实施方案。

【Abstract】 At present, the demand of firm’s human capital investment is very strong, but the supply is serious absence. And the human capital investment theory in existence cannot explain the phenomena. In this paper, we use evolutional economics theory to explain the phenomena, and verify it in data of fact in China.Firstly, basing on the theory of dissipating structure and self-organization in evolutional dynamics, we developed an evolutionary analysis to the firm’s labor force allocation mode in our country for the last more than twenty years. And we consider that the firm’s labor force allocation mode in our country following an evolutionary process. Its progress is from depending on low-grade and methodic state firm’s interior labor force market to out-of-order firm’s labor force market which is made up of state, private and foreign firms. And it is possible self-organizing to depending on high-grade and methodic firm’s interior and exterior labor force market. Then, Basing on the interaction of three factors which are the firm itself, the relevant organizations and the exterior environment of the firm, this paper develop an evolutionary model of the firm’s human capital investment routine. On the basis of the evolutionary analysis, firm’s human capital investment is divided into "internal allocation" and "exterior competitive allocation", and it can explain the fact that firms are short of human capital investment seriously in China. Secondly, basing on the analysis of the change course of firm’s labor force market in our country after the reform and open policy come into corporation, we compared and verified the present situation that the firm’s human capital investment, between the tradition planned economy system time and the time towards modern market economy system, and between state-owned firm and non-public firm in the time towards modern market economy system. We also carried on the description to the new characteristic of firm’s human capital investment at present situation. Through compared and verified by using the fact and data in China, the fact that using evolutionary economic can explain the present situation that firm’s human capital investment is seriously short during the economy system transition time has been proven. Finally, some policy suggestions were expounded for accelerating economy system’s reforming and promotion firm’s human capital investment in this paper. Including: enhance the openness of the economical system gradually, speed up the reform of the state-owned firm, maintenance the interact of the firm’s non-linearity affects, promote the firm forms the pattern of internal allocation that characteristic as"special human capital", guidance the firm compete on the basis of corporation, provide advantageous external environment for increase human capital investment, and provide concrete feasible implementation plan.
