【摘要】 资源与环境问题是后工业社会挥之不去的伤痛,可持续发展已成为国际社会普遍认同的发展模式,在此背景下,循环经济和工业生态学理论相继产生,它们作为新的发展观或交叉学科,为减少工业污染,推动整个社会走向可持续发展提供了理论借鉴和方法论支持,这些理论学科自20 世纪80 年代诞生后就引起人们的极大关注,并付诸行动。生态工业园区作为循环经济与工业生态学的重要应用领域是一种以追求更高物质利用率和能量转化效率,更少废物排放甚至零排放为目标的企业地域分布形式。我国自1999 年开始启动生态工业园区建设试点项目以来,各种类型的生态工业园区不断涌现,部分园区已初步显示出可观的生态经济效益。湖北作为中部重要工业省份,由于工业结构和布局不尽合理,工业“三废”排放较大,环境污染状况相当严重,在湖北开展生态工业园区建设,对于改变工业污染现状,调整工业结构布局,提高工业企业竞争力,推动湖北的可持续发展进程具有重要的战略意义。当前,湖北应从资源浪费严重、污染严重的企业开始,通过创建循环经济型企业,大力提高资源和能源的利用效率,同时对于部分基础设施和工业生态条件较好的传统工业园区进行生态工业园区的建设试点,争取用5 到10 年的时间确立一到两个国家级和一批省级生态工业示范园区。湖北省相关政府部门应及时出台有关优惠政策,加大招商引资力度,解决在园区规划和建设中存在的问题,为加快湖北生态工业园区建设提供组织保障和技术支持。更多还原

【Abstract】 Resources and environment problems are the chronic disease in the late industrial society and sustainable development has been generally acceptable development model by international society, in view of which, recycling economy and industrial ecology come into being altogether. As a new view of development or overlapping subjects, they can provide theoretical reference and methodological support for reducing industrial pollution and pushing our society into sustainable development. These theoretical subjects gained extensive interests which appeared in 1980s of 20th, and then they were put into practice. As an important applied scope of recycling economy and industrial ecology, an EIP is a model of geographic distribution of enterprises, aiming at a higher efficiency in raw material utilization and energy conversion as well as a minimized waste or zero emission. Since the construction experiment of EIP was made in China in 1999, all kinds of EIP have sprung up , some of them have received considerable eco-economy benefits. Hubei province is the industrial strategic place where the number of industry three wastes is so large and the situation of environmental pollution is still severe because of unreasonable industrial structure and distribution. Thus the construction of EIP in hubei province will be of important strategic significance for changing existing status of industrial pollution, altering industrial structure and distribution, improving competitive ability of industrial corporations, and advancing hubei’sustainable development process. Nowdays, hubei should construct recycling economic enterprises from enterprises with severe resources waste or pollution , heighten the utilization ratio of resources and energy ,and at the same time, carry out construction experiments through selecting a few traditional industrial parks with better basic installations or industrial ecology situation, in order to establish one or two national standard and a batch of provincial level eco-industrial example parks within 5 or 10 years. Every related government branches should earlier promulgate preferential policies in time, enlarge canvassing business orders and attracting fund, resolve the existing problems in the EIP project and construction, and provide organizational guarantee and technological support for accelerating construction of eco-industrial parks in hubei province.更多还原
