【摘要】 改革开放以来,特别是20 世纪90 年代以来,随着我国城市化和工业化步伐的加快,农村集体土地特别是城郊农民的土地大量被征用,产生了为数众多的失地农民。由于制度性因素和农民自身因素的影响,农民失地后面临就业困难等问题,失业现象较突出,成为一个严峻的社会问题,对我国经济,社会,政治等方面产生了巨大的影响,建立和完善失地农民的就业保障制度已经成为迫在眉睫的问题。近些年来,理论和学术界有过关于就业保障问题的探讨,但很多是针对就业保障的某一方面,对城市下岗职工的就业保障研究的比较多,而对失地农民的就业保障关注较少。在此背景下,本文运用理论和实践,宏观与微观的研究方法,试图对我国失地农民就业保障做一个探索。文章共分五大部分: 第一部分是导论,主要是对全文论述的主要内容进行基本概括,为后文的写作做了理论铺垫。第二部分是对失地农民就业情况的一个分析,在这部分里先描述了失地农民就业的现状,说明失地农民就业情况不容乐观,接着从制度因素和个人因素两个主要方面进行了原因分析。第三部分是分析当前失地农民就业保障的,先对当前失地农民就业保障情况作了现状描述,得出失地农民的就业保障很薄弱甚至在很多地方缺失,接着分析了就业保障体系缺失对社会造成的后果和影响,得出必须建立失地农民就业保障制度。在这部分的后面对建立失地农民就业保障制度进行了宏观上的分析。第四部分是建立失地农民就业保障制度的政策建议,主要是两个大方面,一是建立促进失地农民充分就业的服务体系,二是建立有利于城乡衔接的失地农民失业保障制度。第五部分是基本结论和研究不足。更多还原

【Abstract】 Since reform and opening-up, especially since 1990s, with quickening of our country urbanization and industrialized paces, rural collective land especially outskirts land of peasant take over for use in a large amount, have produced numerous land-losing farmers. Because institutional factor and peasant one’s own influence of factor, peasant is it obtain employment question such as being difficult to face in the back of the lost land, the unemployment phenomenon is relatively outstanding , become a severe social concern, to the economy of our country, society , politics respect exert an enormous influence , set up and perfect lost land employment of peasant not to ensure the system to become the extremely urgent problem。In the last few years , there have been discussions that employment ensured the question in theory and academia, but a lot of in a certain respect , ensure study many to what employment ensure to urban employment of laid-off worker, and ensure paying close attention to peasants’ employment in the lost land less。Under this background, this text uses theory and practice, the research approaches of macroscopic and microcosmic, attempt to ensure doing one to explore to peasant’s employment of lost land of our country. First part, It is the introduction, mainly summarized basically by the main content that expounds the fact to the full text, for after the gentle one writing do foreshadowing theoretical. Second part, Obtain employment to lost land peasant one of situation analyze , in this describe current situation of employment , peasant of lost land , first on the part, prove lost land peasant obtain employment situation allow of no optimist , go on reason analyze from system factor and personal factor two main respect then. The third part, Analyze peasant that employment ensure lost land at present , ensure the situation to describe the current situation to present employment , peasant of lost land , first, draw lost land employment of peasant ensure very much weak to even lack in a lot of place, then has analyzed and obtained employment that the security system is lacked to consequence and influence that the society cause, must set up peasant’s employment in the lost land and ensure the system to draw. In the face of set up employment, peasant of lost land, ensure system carry on analysis that macroscopic pay behind part this. The fourth part, It is mainly two great respects to set up the policy recommendations of ensuring the system of peasant’s employment of lost land, first, is it promote service system of full employment, peasant of lost land, to set up, is it help in urban and rural areas unemployment security system, peasant of lost land, that link up to set up.
