【摘要】 城镇密集区将是我国21 世纪城镇化的重要地域表现形式。随着城镇化进程的加快,城镇密集区在带动区域经济发展、促进科技创新和提高区域整体竞争力等多个方面均表现出了聚集效应和带头作用。“十五”计划中明确提出“引导城镇密集区有序发展,城镇密集区要优化城镇布局,强化产业分工,增强经济联系,进一步发挥在城镇化进程中的带动作用”。随着我国市场经济体制的逐步完善,资金人才技术等各种生产要素的流动性加大,空间重组、空间竞争和进化在不同的区域层面上将加速进行,由此导致了空间的无序和失控,迫切需要探索其内在机制和动力,并需要新的规划和管理方法。本文从城市地域空间发展及空间组织基础理论研究出发,通过分析城镇密集地区空间发展与演变的一般规律,找出影响城镇密集区空间演变的动力因素和动力机制。通过回顾国内外空间发展及空间组织实践,重点分析了城镇密集区空间组织模式及空间优化策略。通过上面的分析作者认为建立区域整体化发展的城镇密集区空间组织框架及建立空间组织相应的实施机制,是解决目前城镇密集区空间发展无序的一个有效途径。文章最后以武汉城镇密集区为例,从空间组织和优化的角度提出武汉城镇密集区空间组织的规划框架。城镇密集区是城镇密集分布、密切联系,城市高度发达的地区,是我国经济和社会发展的中心和前沿阵地,如何通过空间协调和制度保障来推进城市及区域的实现快速有序的发展,是规划和管理者当前必须思考和着手解决的问题。本文从空间组织角度来探索城镇密集地区空间优化模式只是起个抛砖引玉的作用,期待更加科学而合理的规划理论和实践探索。更多还原

【Abstract】 The metropolitan area is the important form of region in 21st century in China. Along with the urbanization development increasing, the metropolitan area takes the lead and expresses gathering effect by promoting the region economy development, promoting region’s technology creative and increasing the whole region’s competition ability etc. The 10th five-year-plan clears that leading the preface development in metropolitan area, improving the urban spatial construction, enhancing the industry distribution, strengthening the economic contact, developing the leader function in urbanization progress. Along with improving the market economy system of our country, each factor of production flows fast including funds and talented person, spatial reorganization and spatial competition accelerate at different space levels which lead a result of spatial disorderly increasing and losing control. The urgent demand of discovering inside mechanism and motive during the spatial revolution is needed. New planning mode and management system are needed too. The paper starts from the study of the basic theory on urban space revolution and urban spatial organization, following that, it analyzes the phenomena of the urban spatial structure revolution and discovers the main factors that resulted in the revolution and the mechanism how they interacted. After reviewing the history of the urban spatial organization during the urban space revolution, it mainly analyzes the patterns of the urban spatial organization and the strategy of urban spatial conformity. In final, it includes that the system of urban spatial organization for the unity development in region and the system of authorization and policy-making is a useful tendency for changing the no-order development in metropolitan area. The article regards intensive area in the town of Wuhan as an angle, and puts forward the programming frame for that urban spatial organization and the strategy of urban spatial conformity. Metropolitan area is an intensive region that including many wealthy cities and towns. There is close contact between them. Also the region is the economic center and frontier development in China How to guarantees with the system to push forward the fast and orderly development in city and area, is a problem that the planners and managers must face and solute. This study organizes from the view of urban spatial organization research the patterns for the strategy of urban spatial conformity.
