国家科技奖励综合业务处理平台研究

【摘要】 面对全球信息化和网络化浪潮,各级政府机构作为经济、文化和社会活动的参与者、管理者和服务者,正面临如何借助现代信息技术手段,实现科学管理,提高行政效能的问题。为全面贯彻实施《国家科学技术奖励条例》,继续完善加强国家科学技术奖励工作,论文本着整合全国科技奖励信息,实现信息资源的共享,不断提高科技奖励管理水平和服务能力的思想,构建国家科技奖励综合业务处理平台,实现国家科技奖励管理工作从相对独立的管理模式向信息共享型的网络化统一管理模式跨越。 论文从软件工程角度,分析数据库应用体系结构的特点,基于构架/构件技术,研究并提出具有可成长性的应用框架模型;在应用框架模型基础上,构造出面向科技奖励的应用框架,并据此实现具有高成长性、稳定性、灵活性和通用性的体系结构开放的科技奖励综合业务处理平台。 论文根据科技奖励的实际需求和特点,在可成长的开放体系框架的基础上,建立系统功能框架并分析各子系统的具体功能,架构网络总体结构和实际网络应用体系。为实现科技奖励综合业务的统一流程化网络平台管理,设计了平台的网络安全体系结构,多层次多功能地保证系统的安全高效性和信息的安全可靠性。针对科技奖励业务的流程化特点,设计支撑系统的软硬件平台。论文还具体研究了专家遴选、项目评审以及项目综合评价等关键性问题,建立和实现其算法模型。 论文研究的科技奖励综合业务处理平台为科技奖励工作提供经济高效、方便快捷、安全可靠的统一管理平台,有效解决了科技奖励管理工作中存在的信息交流不畅的问题。
【Abstract】 In the face of global informalization and network trend, governments of all levels are confronted with the problem of how to implement scientific management and improve administration efficiency by using modern information technology. In order to carry out ’National Science and Technology Award Items’ in the round, continue to strengthen and consummate the national science and technology award work, a platform which is used for integrated operations of national science and technology award is built and talked about in this paper. This paper is based on the idea of integrating the information of national science and technology award, sharing of information resources, improving the level of science and technology award management and service capability continuously. This platform can implement the change of national science and technology award management work from related dependent management mode to information share network platform.This paper analyzes the characters of database application configuration from the point of software engineering, studies and brings out a growable application framework model which is based on structure/component technology. It constructs an application framework for science and technology award, and implements a science and technology award integrated operations platform with high growability, stability, agility and generality, which is based on application framework model.According to the practical requirements and characters of science and technology award, the author builds a system function framework and analyzes detailed functions of all subsystems in this paper, constructs general network configuration and real network application system, which is based on the growable and open structure framework. In order to implement the uniformed streamlined network platform management of science and technology award integrated operations, a network security configuration of the platform is designed, which guarantees the high efficiency of security and reliability of information inmulti-level and multi-function. In allusion to the streamlined characters of science and technology award operations, the system’s software and hardware platform is designed and implemented, and the key problems of experts selection, project evaluation and general appraisal in system is analyzed, also the program model is built and implemented.The science and technology integrated operation platform studied in this paper provides an efficient, convenient and secure uniformed management platform, which solves the problems of hinders of information exchange in science and technology award management work effectively.
