我国BOT建设模式风险评估研究

【摘要】 论文着重于在我国经济高速发展这个大的背景下开展对BOT建设模式风险评估这一课题的研究,本文论述了在我国采用BOT模式必要性,从国内外BOT风险研究现状入手,对BOT模式风险因素、BOT模式风险分析与管理研究现状等方面的文献进行了综述,分析了目前BOT模式风险评估研究的不足,从BOT项目投资方的角度,按BOT项目的实施阶段,分析评估BOT项目的实施风险,通过问卷调查以及专家访谈确定风险因素,采用模糊综合评价以及判别分析两种方法,很好的抽象出了BOT风险模糊综合评价模型和BOT风险阶段性判别模型,用于项目风险综合评价和风险阶段性的判别,最后,运用实证分析的方法对我国的一个BOT项目风险进行评估,评估结果与工程实践比较吻合,通过实例,初步证明了模型的合理性和有效性,说明所建立的模型能较好的评估在我国实施BOT项目的风险状况,具有比较好的适用性。 BOT风险模糊综合评价模型有助于投资方在项目前期全面的对BOT投标项目进行综合风险评估,提高投资决策的正确性。BOT风险判别模型则可以用于识别投资方风险集中阶段,为以后的风险管理提供准确的指南。更多还原

【Abstract】 In Our country, the economic develops with high speed .The paper firstly studied the necessity of adopting BOT mode. Reviewed the research of BOT mode, risk management and BOT risks. Then, studied the present condition to commence from the domestic and international BOT, and analyzed the current shortage of the valuation BOT mode risk of the system. When evaluating the BOT mode risks, from the perspective of investor of BOT project and the stage of BOT, this paper used the methods of fuzzy comprehensive evaluation and discriminant analysis, by using questionnaire and expert interview to ascertain the risks, abstracted BOT Comprehensive Evaluation Model and BOT Risk Stages Discriminate Model. Through solid example analysis, proved the models can properly evaluate the risks of BOT and were well fitted with the real BOT projects of our country.BOT risks fuzzy comprehensive evaluation model is designed for investors evaluate the comprehensive risks of BOT projects in the prophase, to help investors improve the correctness of invest decisions. BOT risks discriminant model is designed for investor to discover the critical stage which the risks are pooled, to help manage the risks.更多还原
