长江干流城陵矶防洪控制水位研究

【摘要】 本文在分析洞庭湖与长江的防洪关系和城陵矶附近防洪形势、特别是1998年严峻防洪形势的基础上,综合研究了城陵矶防洪控制水位变化的几个代表方案,剖析了城陵矶防洪控制水位对于长江和洞庭湖防洪影响的重要性。通过对国内的水文、水力学模型优缺点比较,以最新的水位流量关系曲线、江湖槽蓄曲线等资料为基础,拟定出新的工作曲线,并运用成熟的水文学方法,开发了的大湖演算模型,对城陵矶防洪控制水位调整后,事关长江防洪大局的荆江河段、城陵矶附近河段、武汉河段等的分洪量变化及同样分洪量的控制水位变化进行了计算,基本弄清了其影响程度。同时,结合有关基础资料、研究成果和工程及调度运用实际,从对江湖关系影响、各河段泄量、设计水位、上下游协调关系等方面,较为具体分析了城陵矶防洪控制水位不同调整后的不同影响,并综合得出了水位调整为34.90米的基本结论。

【Abstract】 In this paper, based on the analysis of the flood control relationship between the Dongtinghu Lake and The Yangtze river, as well as the flood control situation nearing the Chenglingji, especially by taking into account the serious flood occurred in year of 1998, several representative schemes for the flood control level of the Chenglingji were comprehensively studied, which reveals that the flood control level of the Chenglingji is of essentially importance to the flood control of both the Yangtze river and Dongtinghu Lake. On the basis of the up-to-date stage-discharge cure and the River-Lake storage capacity cure, a new working cure was obtained, and by evoking the widely used hydrology model, the flood routing model for the Lake was developed. The impact on flood diversion amount of the modified flood control level of the Chenglingji on Jingjiang reach, Chenglingji reach, and Wuanhan City reach was evaluated, and the flood control level of the Chenglingji was recommended to be 34.90 by considering the feasibility of the practical operation, relationship between the River and the Lake, the safety discharges of each reach, and the harmonic flood control strategy of upstream and downstream
