【摘要】 公共决策的科学化和民主化是深化行政管理体制改革、提高政府行政效率和政府工作水平的内在要求。决策的科学化,其意义在于降低决策的风险和成本,最大限度的增进公共利益,而决策的民主化将为实现决策的科学化奠定坚实的基础。基于这样一种认识,本文将试图探讨实现决策民主化的新路径。 随着目前行政学研究“范式”的转变,新公共行政、新公共管理和治理理论的兴起,对原有的行政管理体制产生了前所未有的冲击,表现在公共决策方面,就是允许更多的决策主体参与到公共决策中去,从而彻底改变原先单一的、自上而下的权力运行向度。然而,这并不意味着公众参与决策已经具备了完善的程序、方式和制度基础,在现有的制度安排下,公众参与决策大多还只是一种美好的预期。决策的民主化是一个由多变量因素促成的结果,但公共决策的多元参与无疑是众多变量中最为关键的组成部分。本文将从这一时代背景出发,力求探寻公共决策多元参与的理论基础,并据此对我国公共决策公众参与的现状和发展进行全方位的分析,从而找出实现我国公共决策多元参与的新途径。 全文共四个部分。第一部分主要阐明公共决策的相关概念,并就多元参与的基本内涵和意义进行剖析;第二部分主要探讨公共决策多元参与的理论基础:第三部分就我国当前公共决策多元参与的现状以及存在的问题作了具体的分析;第四部分提出了完善公共决策多元参与机制途径的设想。更多还原

【Abstract】 The scientific process and democratization of public decision is the inherent demand level in deepening the administrative management system reform, improving the government’s administrative efficiency and the government work. The scientific process of decision, its meaning lies in reducing risk and cost of decision, maximum promotion public interests, and in order to realize the scientific process of decision to establish the solid foundation democratization of decision. Because of this understanding, this text will attempt to probe into the new way to realize decision democratization.As the administration at present transition of " normal form",and the boom of new public administration and new public management and governance theory,the unprecedented impact has emerged to already existing administrative management system, has behaved in public decision, and allow more decision subjects to participate in public decision , thus change the originally single, power running orbit from top to bottom completely. However, this does not mean the public participates in decision and possesses perfect procedure, way and system foundation, under the circumstances that the existing system is arranged, are mostly still only a kind of bright expectancy that the public participates in decision.democratization of decision one by many variable results that factor facilitates, but public pluralism of decision it participates in to be the most crucial component of the numerous variable undoubtedly.This text will proceed from background of this area, will make every effort to seek the theoretical foundation of plural participation of public decision, and carry on omni-directional analysis to the current situation and development of citizen’s participation of public decision of our country in view of the above, thus find out and realize the new way that the pluralism of public decision of our country is participated in.The full text amounts to four parts. The first part expound the relevant concepts of public decision mainly, and analyze on the basic intension and meaning thatpluralism is participated in. The second part probe into the theoretical foundation of plural participation of public decision mainly. The third part have made a concrete analysis on current situation and existing problem that in our country’s present public decision pluralism.
