【摘要】 从中国目前情况来看,中国居民生活总体上已经达到了小康水平,但现在达到的小康还是低水平的、不全面的、发展很不平衡的小康。由于受政策等多方面因素的影响,中国东西部地区之间居民收入差距问题日益严重,无论是地区间农村居民收入差距还是城镇居民收入差距都呈进一步扩大趋势。为了走向全面均衡的小康,必须正确分析和处理东西部地区之间居民收入差距问题。本文首先分析了中国东西部地区之间居民收入差距扩大的现状,然后从政策、经济发展、产业、观念、所有制、体制等方面对居民收入差距扩大进行了原因分析,接着分析了东西部地区之间居民收入差距扩大对中国的积极和消极影响,并在借鉴国外缩小地区经济发展差距和收入差距经验的基础上,提出了解决中国东西部地区之间居民收入差距的基本对策:正确处理效率与公平、先富与共富的关系;大力推进西部大开发战略,实现东西部地区经济协调发展;积极推进西部地区产业结构的优化升级;规范个人收入分配秩序,加大再分配的作用;加强智力扶贫,提高西部地区的人力资源水平;促进生产要素在地区间的自由流动;加速西部地区城市化进程;加快社会保障制度改革,建立健全社会保障体系。更多还原

【Abstract】 According to China’s present situation, Chinese resident’s life has already reached the well-to-do level generally, but the level is still low, not overall and unbalanced. Because of the influence of policy and some other reasons, resident’s income gap between the western and eastern areas of china is becoming a serious problem. Both the peasant’s income gap and urban resident’s income gap between the western and eastern areas of china are showing an expanding tendency. To reach overall and balanced well-to-do level, we must analyse and deal with the resident income gap. This article firstly analyses the current situation that resident’s income gap is expanding between the western and eastern areas of china. Then it analyses the reasons of resident’s income gap from such respects as policy, economy development, industry, idea, ownership, system etc. This article also analyses the positive and negative influence of expanding resident’s income gap. On the basis of using foreign relevant experience for reference, this article puts forward the basic countermeasures of solving the income gap. For example, dealing with efficiency and fair relation correctly, promoting the free flowing of the element among the areas and making the regional economy development in harmory, advancing the optimization and upgrade of the industrial structure of the western region actively, standardizing the personal order of income and distribution and strengthening the function of reallocation, strengthening the intelligence poverty alleviation and improving the human resources level of the western region, promoting free flow of the workforce among the areas, accelerating the process of the urbanization of the western region, and accelerating the social security system reform and establishing and perfecting the system of the social security.更多还原
