在役水利水工闸门与启闭机的安全评价

【摘要】 本文把闸门与启闭机的安全性作为研究对象。从闸门与启闭机有效安全管理的要求出发,综合应用安全科学、指标体系的理论与方法等对闸门与启闭机安全评价进行研究。由于规划设计、施工质量、制造安装、自然老化和运行管理等方面的原因,我国许多闸门与启闭机都不可避免地出现一些病害,甚至部分水闸病害相当严重,严重影响了水利工程效益的正常发挥,威胁下游人民的生命财产安全,并制约国民经济的发展。因此,应该尽快解决水利水工闸门与启闭机设备的安全隐患问题,开展闸门与启闭机安全评价工作,为下一步闸门与启闭机加固设计、除险改造工作和管理部门的正确决策提供科学依据,并在此基础上可以有目的、有计划地开展闸门与启闭机除险加固规划。 全文由四部分组成。第一部分分析了影响闸门与启闭机的主要安全隐患和影响安全的主要因素。闸门与启闭机具有自身的特殊性,影响闸门与启闭机安全的因素包括自然的、人为的、历史的、现实的等多个方面。 第二部分对安全科学理论的发展历程进行回顾,概括论述了安全科学原理的基本理论,明确定义了安全评价的基本概念,并介绍了安全评价的程序以及安全评价的原则。 第三部分应用多层次多目标模糊综合评价模型这一模糊数学方法对闸门与启闭机安全状况作出定量与定性相结合的评价。 第四部分提出闸门与启闭机安全评价指标体系。影响闸门与启闭机安全程度的因素是多方面的,本文根据各种因素与闸门与启闭机安全状况的相互关系,分析其各自对闸门与启闭机安全程度的影响和作用,提出多层次多因子的评价指标体系,利用层次分析法(AHP)来计算各指标的权重以及指标与各评判等级之间的隶属度。最后建立闸门与启闭机安全评价模型。
【Abstract】 This text regards the security of the gates and hoists as the research object. The requirement to carry out effective safety management for gates and hoists becomes more and more exigent. This dissertation uses the theories and methodologies of safety science, system science and indicators etc focusing the sluices and hoists safety evaluation as its investigation topic, studying the core Problems in the sluices and hoists evaluation application. For some reasons , such as Programming , construction, aging, management, there have been some defects in many existent sluices and hoists inevitably. The defects in some sluices and hoists are very serous which have infiuenced the benefits of the sluices and hoists, threatened the lives and belongs of the people living in the downstream and restricted the growing of economy. So the safety appraisal of sluices and hoists should be done in time in order to sufficiently know the situation of the sluices and hoists and give direction to the decision making of the goverment and the design of the reinforcement. Then the work of reinforcement can be carried out step by step.This dissertation is composed of four Parts. The first part analyzes the situation and quality of sluices and hoists security as well as factors affecting sluices and hoists security condition. Factor influencing sluices and hoists security vary, including natural factors, artificial factors, historical factors, contemporary factors, and so on.The second part reviews the phylogeny of safety science theories, outlines the fundamental theories of safety science principles systematically, clearly defines the basic concepts of the sluices and hoists safety evaluation.In the third part, a fuzzy mathematics method, multi-objective and multilevel fuzzy optimization model, is applied to the determine the nature and ration evaluation of security of the sluices and hoists.In the fourth part, according to the relationship between all factors and sluices and hoists security, after analyzing these factors’ specific impact, this paper brings forward an evaluation index system describing sluices and hoists security, quantifies each index, and calculates the weight of each index by the use of Analytical Hierarchy Process(AHP).In the fifth part, the safety evaluation model is created.
